Grant Anticipation Revenue Vehicles: An Option to Finance Transportation Projects
Grant Anticipation Revenue Vehicles (GARVEE bonds) are a financing instrument that enables states to fund transportation projects based on anticipated receipt of future federal funds. Specifically, states (or local agencies) can issue GARVEE bonds for transportation projects using future federal highway funds to repay the principal, interest, and any other costs associated with the issuance of the bonds.  The use of GARVEE bonds was authorized by the National Highway System Designation Act of 1995. The act expanded the types of bond-related costs that could be financed by federal highway funds. While the total amount of federal funds states receive remains unchanged, they can now use a portion of those funds for debt-financing.  Prior to 1995, states could only use federal highway funds to repay the principal on bonds- a restriction which substantially limited a state’s ability to leverage future federal highway funds.

National Quality Initiative (NQI)
The NQI is a partnership effort between the public and private sectors of the highway industry. This effort marks the first time that such a diverse group within the highway industry have pledged their common support for the issue of quality.

Since its inception, the NQI has broadened its original focus from construction and materials issues, to include all aspects of planning, design, construction, maintenance, and operations. It addresses a wide spectrum of quality issues including continuous quality improvement, quality control and assurance, partnering, use of state-of-the-art technology and techniques, contracting techniques for improved quality, and investment levels and strategies.

Administration for NQI is provided by the Federal Highway Administration. APWA has been an active partner in the NQI movement since its early years. Contact Daryl Grigsby for specific information about APWA's role in NQI.

American Traffic Safety Services Association (ATSSA)
The American Traffic Safety Services Association (ATSSA) is an international trade association located in Fredericksburg, VA. Since 1969, ATSSA has represented companies and individuals in the traffic control and roadway safety industry. Over 1,600 ATSSA members provide the majority of roadway safety features, services and materials used on our nation's roadways. These include guardrails, striping, signage, lighting, drums, cones and barricades. ATSSA members also have a heavy emphasis in roadway work zone safety and training.

Traffic Engineering & Circulation: Stop Signs
"Each year the City of Irvine receives many inquiries about installing stop signs as a way to reduce accidents and speeding.

Research shows that other measures are often more effective than adding more stop signs. Our experience has shown that simply improving the intersection visibility is often more effective in reducing traffic accidents. Improving intersection sight visibility often reduces the need to install more restrictive intersection controls."

Airfield Pavement: Keeping the Nation's Runways in Good Condition Could require Substantially Higher Spending
This Government Accounting Office (GAO) report was prepared at the request of the US Senate Committee on Commerce, Science, and Transportation. In this report the GAO documents how system-wide implementation and funding of PCI based pavement management systems can save $1 billion in maintenance requirements over the next ten years. GAO made extensive use of Micro PAVER software and several experienced APWA Micro PAVER User's Group members assisted in the preparation of this report.
