Director of Public Works, City of Des Moines, IA

Bill Stowe is the Public Works Director for the City of Des Moines. He is also the Senior Operations Leader for all municipal infrastructure and services surrounding a Public Works Department of over 600 FTE’s, O/M Budgets exceeding $35 Million and Capital Budgets exceeding $50 Million, including City streets, refuse collection, storm and sanitary sewers and regional wastewater reclamation. Bill regularly deals with City Council and Business and Labor leaders in support of economic development and infrastructure of a complex, aged city and state capital.

Mr. Stowe graduated from Grinnell College with a Bachelor of Arts in Economics. In addition, he has obtained a Master of Science in Engineering from the University of Wisconsin, and a Master of Science in Industrial Relations from the University of Illinois, and a Juris Doctorate from Loyola University Law School. Bill is a Director of the Iowa Chapter of the American Public Works Association, State and County Bar Associations, and Phi Beta Kappa. He is licensed to Practice Law before the Federal District Courts Sitting in Iowa, and is also the Iowa Civil Rights Commission Mediator.

Kinberg & Associates, LLC

Edward J. Kinberg practices law in Melbourne Florida where he limits his practice to federal procurement, construction and commercial law. Prior to opening his own office, Mr. Kinberg served as attorney with the United States Army. During his Army career he served as a Contract Trial Attorney, the Deputy Chief of Contract Law for the U.S. Army, Europe, and a Contract Attorney with the Army Aviation and Troop Command.

Mr. Kinberg is a fellow of the National Contract Management Association. He is a founder of the Academy of Business and Finance at Melbourne High School, the Academy of Construction and Design at Palm Bay High School and the Construction Industry Advisory Board of the School of Engineering at Florida Institute of Technology. He has also served on the Building Construction Industry Advisory Council for the State of Florida as the Chair. Mr. Kinberg has written numerous articles involving contract and construction management and is a frequent speaker on a variety of subjects. He is also a certified Civil Court Mediator in the State of Florida.
