  • Speaker: Rex Holmlin, P.E.

    Rex Holmlin is a registered professional engineer with more than 28 years experience in the planning, design and construction of public works projects. He is the Principal for the Better Jacksonville Plan for the City of Jacksonville Florida. In this role Mr. Holmlin is responsible for overall technical and financial management of $1.5 billion of roads and vertical construction including a new $95 million main library and $232 million court house. His background includes managing several projects using construction managers.



    A former engineer officer in the Army Reserve, Mr. Holmlin was recalled to active duty for disaster recovery work following Hurricanes Andrew, Marilyn, Georges and the attack on the World Trade Center. He also serves as an adjunct faculty member teaching disaster recovery for local government for FEMA.



    Mr. Holmlin graduated from Tulane University with a degree in Engineering and a Masters degree in Business Administration.
    Speaker: Robert "Bob" Lowry, P.E.

    Bob Lowry began his career in local government in 1991 as the Deputy Director of Public Works in Leavenworth, Kansas. Prior to that, he served in the United States Army for 26 years, retiring with the rank of Colonel. He is a 1966 graduate of the United States Military Academy at West Point, New York, and has masters’ degrees in Civil Engineering and Applied Mechanics from Stanford University. He also has a master’s degree in Public Administration from the University of Kansas. In 1987, Bob received NSPE’s Federal Engineer of the Year award for the U. S. Army’s Training and Doctrine Command. He was selected as one of the Top Ten Public Works Leaders of 2000 by the American Public Works Association and is a registered professional engineer. In 2003, Bob was awarded the Distinguished Leadership Award for a public sector owner by the Design Build Institute of America. He is active in the Kansas City Metro Chapter of the American Public Works Association (APWA), the Mid-America Chapter of the Design-Build Institute of America (DBIA) and the Kansas City Post of the Society of American Military Engineers (SAME). Bob has been the Public Works Director for Overland Park, Kansas since August 1, 1995.
    Speaker: MODERATOR: Sue Hann, P.E., AICP

    Sue Hann is currently the Deputy City Manager for the City of Palm Bay, Florida. She has extensive experience in local government public works and engineering as well as experience in private sector civil engineering consulting. Sue has served as a member of the ASCE Task Committee on the development of the recently published update of Manual 45 “A Guide for the Engagement of Engineering Services.” She is a licensed engineer in the State of Florida as well as a member of the American Institute of Certified Planners.
