Leveraging Public Works for Outreach & Education
Every community relies on Public Works; however, most citizens do not understand how Public Works affect them personally. By leveraging public outreach and education strategies and developing multi-agency collaborations, you can help community members become more aware of your agency, the indelible connection between Public Works and local history; and how their investments in Public Works, community infrastructure, and related engineering & design projects continue to improve daily life.
During this Click, Listen, & Learn, you will gain a brief exposure to different methods of engaging community audiences and a more in-depth look at the opportunities created by Public Works exhibits. Infrastructure is itself an “exhibit” that can be capitalized upon to facilitate public learning. This session will explore the potential of Public Works projects for education and outreach. Presenters will cover practical aspects such as the pursuit of funding, selecting appropriate delivery vehicles, assembling the right team, and connecting to local audiences.
Any Public Works agency can benefit from positive Public Relations, and a well-designed education or outreach component can provide this in your community. Join us to learn how!
After viewing this program, participants will be better able to:
• Identify suitable projects and strategies for education and outreach
• Identify potential sources of funding and support
• Inventory suitable collaborators & assemble the right team
• Conduct basic evaluation assessments of a project’s development, impact, and overall successes

Mr. Lawrence E. Lux, PWLF
President Lux Advisors, Ltd Plainfield, IL
Larry Lux has served the Public Works industry for nearly 50 years in both public and private sector public works and engineering. Larry is President of Lux Advisors, Ltd. a municipal consulting firm that specializes in emergency management issues.
He served for over twenty-two years in public sector engineering and public works activities. He was the Director of Public Works and Engineering for the Village of Barrington, Illinois. Before moving to Barrington, he served for over fourteen years as the Assistant Director of Engineering, Planning and Traffic for the Village of Oak Lawn, Illinois. Between 1986 and 2001, he was employed as an executive manager for consulting engineering firms that specialized in municipal, transportation, structural, mechanical and electrical engineering.
Larry has been a member of the American Public Works Association (APWA) for 46 years and is a Life Member of the Association. Previously he has served as a member of the APWA National Board of Directors. In March of 2006, Larry was selected as one of APWA’s “Top Ten Public Works Leaders of the Year”. He currently serves as an elected member of the Board of Trustees of the Public Works Historical Society. He is also co-founder of the “Illinois Public Service Institute” a professional leadership training program for public employees and is also a co-founder of the Illinois Public Works Mutual Aid Network (IPWMAN). Other professional affiliations include; The Institute of Transportation Engineers (life member), and the International Association of Emergency Managers. Mr. Lux also serves on the State of Illinois Terrorism Task Force.
For over thirty years Larry has lectured and taught public officials in the preparation for and management of local emergencies and disasters and has developed many seminars and workshops that have been offered by APWA throughout North America. He has been associated with the FEMA’S Emergency Management Institute as a Public Works subject matter expert, lecturer and Exercise Controller since 1985. He also served the National Emergency Response and Rescue Training Center (NERRTC), through the Texas Engineering Extension Service (TEEX), as an adjunct instructor for the U.S. Department of Homeland Security’s, Office of Domestic Preparedness’, “Public Works: Planning for and Responding to Terrorism/Weapons of Mass Destruction (WMD)” course and as an Observer/Controller for terrorism/WMD exercise events offered by TEEX and the State of Texas Department of Emergency Management.
Mr. Lux is currently serving as an advisor to the Golden Gate Bridge, Highway and Transportation District on the design and construction of a new outdoor scientific exhibit to celebrate the 75th Anniversary of the opening of the Golden Gate Bridge in 2012.
Larry has developed or co-developed a number of workshops and seminars. Larry has also co-authored five (5) APWA publications. Additionally, Larry has authored numerous professional articles and publications on a wide variety of subjects for many organizations and magazines. Ms. Shannon Weiss
Project Coordinator David Heil & Associates, llc Portland, OR
Shannon specializes in the design and implementation of evaluation and market research projects related to DHA’s core areas of emphasis in science, engineering, health, and environmental education; and institutional strategic and business planning. Her work serves a range of academic institutions, government agencies, corporations and non-profit enterprises including projects funded by the National Science Foundation and the National Institutes of Health. Prior to joining DHA, Shannon designed and conducted evaluations for Seattle’s Woodland Park Zoo, Burke Museum of Natural History and Culture, and the Pacific Science Center. Shannon received a BA in Art History from the University of Evansville in Evansville, IN; an MA in Museum Studies from the University of Washington in Seattle,WA; and was a member of the initial cohort of the University of Washington’s IMLS funded New Directions in Audience Research Program.

Mr. David R. Heil
President David Heil & Associates, Inc. Portland, OR
David Heil is well known throughout the country as an innovative science educator, new enterprise developer, lecturer, author and host of the Emmy Award-winning PBS science series, Newton’s Apple. He was the lead author on the award-winning program Discover The Wonder, which for five years running was the #1 selling elementary science curriculum in America. He is also the editor of the popular book Family Science, and more recently co-authored and edited a new publication, Family Engineering: An Activity & Event Planning Guide. David is frequently invited to speak at conferences and public events on science, technology, engineering and mathematics (STEM) education and the rewards of experiential learning.
Prior to establishing DHA, David was affiliated with the Oregon Museum of Science & Industry (OMSI) for 13 years, serving as associate director from 1988–1996. While at OMSI, David initiated and administered many of the museum’s nationally recognized education and outreach programs, and also developed hands-on exhibits for national tour. David has also taught science and enrichment programs in grades 7-12, conducted research in plant biochemistry and radiochemistry, and worked for five years with the U.S. Fish and Wildlife Service. A native Oregonian, he is active in numerous scientific and educational organizations nationwide, is the past Director of Informal Science Education for the National Science Teachers Association (NSTA), served on the Board of Directors of the Biological Sciences Curriculum Study (BSCS), the Keystone Center, and currently serves as the Senior Science Advisor for the Council of Chief State School Officers (CCSSO) and is on the Board of Directors for the Aspen Science Center. In 2009 David received NSTA’s award for Distinguished Service to Science Education.
