Highway Safety Improvement Program (HSIP)
The Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), which was signed into law on August 10, 2005, established the Highway Safety Improvement Program (HSIP) as a core Federal-aid program. The overall purpose of this program is to achieve a significant reduction in traffic fatalities and serious injuries on all public roads through the implementation of infrastructure-related highway safety improvements.
This program will feature case studies explaining how funding is made available for both low-cost, widespread improvements and higher-cost spot improvements on the state, federal and county levels. Learn more about how funding decisions are made, the balance between making low-cost and higher cost improvements and the benefits of having your safety priorities already identified for future funding opportunities.
After viewing this program, participants will be better able to:
• Implement a data-driven roadway safety management process
• Recognize how improved signing, improved pavement markings, the addition of guideposts, the addition of rumble strips and clear zone improvements can increase safety
• Develop a systematic approach to safety improvement
This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is available upon completion of the class evaluation. Please note there is a $5 fee per individual requesting CEUs.

David Barrow has been the Chief Administrative Officer for the City of Central since 2007. He is responsible for overseeing general operations of all city functions and departments. He obtained a B.S.in Business Administration and Finance from Louisiana State University.

Karen Y. Scurry, P.E.
FHWA Office of Safety
Karen Scurry is a transportation specialist with the Federal Highway Administration’s Office of Safety. Her primary duties involve activities to support implementation of the Highway Safety Improvement Program and promoting the use of crash modification factors in the decision making process. Prior to joining the Office of Safety, Karen served as the Traffic Operations and Safety Engineer in the New Jersey Division office. In this capacity, she managed the federal safety program and provided technical expertise on a variety of transportation safety related topics.
Prior to joining FHWA, Karen worked as a transportation planning and traffic engineering consultant. Karen holds both a bachelors and masters degree in Civil Engineering from Rutgers University. She is a registered Professional Engineer in the State of New Jersey.

Matthew Enders
Technical Services Manager Washington State DOT
Matthew Enders serves as the Technical Services Manager for the Highways & Local Programs division of the Washington State Department of Transportation.
Matthew has taken an active role in improving road safety on state highways, county roads, and city streets for the past 13 years. During that time Matthew has managed the Corridor Safety Program, served as the state expert on rumble strips, chaired the state’s rural road safety committee, and led in the development and implementation of the state’s Highway Safety Improvement Program and High Risk Rural Roads Program for local agencies.
Matthew also serves as the state Local Technical Assistance Program (LTAP) director. Matthew’s traffic engineering background includes safety, operations, and analysis. Matthew is a graduate of Walla Walla University.

Jeff Morgan, T.E.
Traffic Engineering City of Santee, California
Jeff is a registered Traffic Engineer within the State of California and works for the City of Santee Traffic Engineering Department. He has over 10 years experience in the traffic engineering field, having worked for two different cities and also a Regional Transportation Planning Agency (RTPA). Over the past few years he has applied for and received several HSIP grants for various roadway safety improvements.

Marie B. Walsh, PhD
Director Louisiana Local Technical Assistance Program/Local Road Safety Program
Marie B. Walsh is Director of the Louisiana Local Technical Assistance Program (LTAP), known as LTAP. LTAP provides training and technical assistance to local transportation and public works agencies across Louisiana. Dr. Walsh also coordinates the Louisiana Local Road Safety Program (LRSP) in partnership with the LA DOTD. The LRSP is the primary mechanism in the LA Strategic Highway Safety Plan for implementing safety improvements on the local road system. The LRSP currently administers an annual technical assistance and funding program of $3-5 million. As a member of Louisiana’s SHSP Planning and Implementation Teams she also serves as the Co-Chair of the state’s Occupant Protection SHSP Focus Team.

Moderator: Gerald Johnson
Gerald (Jerry) Johnson serves as Principal and Department Manager of Infrastructure Services and Department Manager of Regional Development Services at Shafer, Kline & Warren, Inc., in Lenexa, KS. Jerry oversees six market sectors including Transportation, Planning, Construction Observation, Structures, Mechanical-Electrical-Plumbing and regional development services. Jerry's design and project management experience is predominately within the civil and structural engineering fields ranging to include roadways, highways, bridges, parking facilities, storm sewers and utility design.
On a Corporate level, Jerry is involved with SKW's strategic planning and the execution of the firm's Design Quality Control (DQC) plan, which promotes effective utilization of staff and resources to meet client objectives and project needs.
Having recently celebrated his 40th anniversary with SKW, Jerry says, “What really drives my passion for this work is the people. I’ve been given the opportunity to develop strong and meaningful relationships. It gives me great satisfaction to see that dedicated people, doing good work can have a very positive impact on a community.”
Jerry served as 2010 President - American Public Works Association - KC Metro Chapter and was on the Chapter Executive Committee from 2005 through 2011.
