This program is a rebroadcast of the original program. It is offered again due to popular demand, in case you were not able to attend. This event will be streamed to you and will require use of your computer�s speakers.

Pavement preservation is a cost-effective set of practices that extend pavement life and improve safety and motorist satisfaction while saving public tax dollars.

This program will focus on:
� Money aspects --such as costs, available resources, dedicated funding, etc;
� Engineering/ technology items � such as project selection, picking the right treatment for the right road at the right time;
� Management issues � developing a pavement preservation program and
� Pavement management-- such as data collections, data analysis

After viewing this program participants will be better able to:
o Recognize the benefits of investing in pavement preservation
o Estimate the value of pavement preservation techniques
o Set up data collection processes

This program has been approved for .2 CEUs or 2 PDHs. Please note there is a $5 fee per individual requesting CEUs.

Pavement and Materials Engineer
Federal Highway Administration Resource Center
Lakewood, Colorado

Steve Mueller is a Pavement and Materials Engineer for the Federal Highway Administration Resource Center. His office is in Lakewood, Colorado. He is a member of a geographically dispersed team that is responsible for providing technology deployment and technical assistance for pavements and materials issues at the national level.

Prior to joining the Resource Center, Steve was stationed in Washington, DC as the System Preservation Engineer for FHWA, and was the program manager for FHWA�s national pavement preservation efforts.

Steve is a former District Engineer for the Asphalt Institute, serving the states of Colorado, Utah, Wyoming and New Mexico. He is also a former Pavement Management Engineer for the City of Aurora, Colorado where he helped develop and run a leading-edge pavement management program.

Steve is a licensed Professional Engineer in Colorado, a Past-President of the Colorado Society of Engineers, and a former Director of the Colorado Engineering Council. He is a member of ASCE. He holds a Master of Public Administration Degree from the University of Colorado.

Managing Director
Kent County Road Commission

Jon was appointed as managing director of the Kent county road commission in June of 1995. As managing director, he is responsible for managing the second largest county road system in Michigan and the fourth largest transportation system in the state.

Prior to joining the Kent county road and park commission, Jon spent twenty-three years working for the Michigan department of transportation. During that time, he was involved in the design, construction, and maintenance of Michigan�s state transportation system, spending the last ten years in engineering management as the district operations engineer in the grand rapids/west Michigan region.

Jon is a registered professional engineer and a graduate of Michigan state university.

Jon has been an active member, and is the present chair of the NACE pavement preservation committee; and represents NACE on the FHWA pavement preservation expert task group.

Howard Hamby

Pavement Manager
Spokane County, WA

President, Northwest Pavement Management Association

Howard Hamby has worked for Spokane County for 23 years. As Pavement Manager for Spokane County, he has managed over 3,400 centerline miles of Urban and Rural roads. During this time, Howard has implemented a computerized Pavement Management Program. Additionally, Howard has developed a structural analysis program using a falling weight deflectometer, a residential improvement program, a full depth reclamation program, a surface seal program, a crack seal program and a regional utility cut policy. He is responsible for Spokane County�s 3-year construction and maintenance program and provides technical support to field personnel.

Howard Hamby was initially involved with the Non-Destructive Testing users group, which began in 1992. That group combined with the Washington State Users Group in 1993 and became the Northwest Pavement Management Association. Howard has been an active member since 1993 as an Executive Board Member and the President for the last 3 out of 4 years. He was involved in the re-write of the WSDOT visual rating procedure and both Pavement Management users� guides. Howard Hamby is a real Pavement Management Geek, seeking out and reading everything he can get his hands on. His true passion is in Pavement analysis and design.

Phillip S. Estes, P.E.

President of Estes Consulting Inc.
Olathe, KS

Mr. Estes was a founding principal engineer of TranSystems Corp., a national consulting engineering company. During that time he served in the role of Corporate Vice-president of Operations and was responsible for the internal operational policies, procedures and functions of the corporation. He also served as the vice-president of the Organizational Development Department specializing in project office planning, staffing and performance, business management systems and professional training. He helped develop and has taught the four day training class on TranSystems project management. He served as the Regional Vice President of the Midwest and was responsible for the growth and operational integrity of the region.

While serving as a managing Principal, Mr. Estes developed a regionally strong practice with expanded services while maintaining quality, personal development of the staff and good financial performance. Mr. Estes served for many years as a Principal Engineer specializing in engineering management, bridge engineering and geotechnical engineering. He has served as a project manager in charge of administration and coordination of preliminary, study, and final design for many rail and highway transportation projects.
