Description: Building Support for Flood Protection Projects

Public Works projects typically lack dedicated financial support and thus often compete with operating budget priorities for scarce funding.

This program will feature municipalities that have successfully made the case for funding of Flood Protection projects.

Speakers from Santa Clara California and Greenville, South Carolina, will address project initiation, development, design, public and political support and funding as they describe their successful strategies.

After viewing this program, participants will be better able to:
• Communicate the value of effective engagement of public officials and citizens
• Adapt planning and thinking in response to key stakeholder concerns
• Explore and develop partnerships with other concerned individuals and organizations

This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is available upon completion of the class evaluation. Please note there is a $5 fee per individual requesting CEUs.

Speaker: Jim Fiedler

Chief Operating Officer, Santa Clara Valley Water District

Jim Fiedler is the Chief Operating Officer for the Santa Clara Valley Water District’s Water Utility Enterprise. He has served in this capacity since 2007. He is responsible for leading Santa Clara’s water policy development and program implementation of its water importation, surface reservoir operations, groundwater management, raw and treated water delivery, wholesale treated water, water recycling and water conservation programs.

A member of the water district staff since 1982 he has over 30 years of leadership and engineering experience in the area of water supply, flood control and watershed stewardship. His management and technical experience includes regional water resources, flood and environmental planning, design, construction, operations and maintenance of water supply and flood protection infrastructure.

In addition, Jim serves as the Chair of the San Francisco Estuary Institute (SFEI) Board of Directors; President of National Association of Flood and Storm Management Agencies (NAFSMA) and President of the San Francisco Bay Planning Coalition.

Jim is a registered civil engineer in California. He is a graduate of Loyola Marymount University in Los Angeles with a Bachelor of Science degree in Civil Engineering, and graduate of Stanford University with a Master's degree in Civil Engineering.
Speaker: Keith E. Drummond

Manager, Codes Enforcement
County of Greenville, SC

Keith Drummond is the Manager of Codes Enforcement for the County of Greenville. He is responsible for the day to day operations and long range planning for Animal Control, Building Safety, Code Enforcement (Property Maintenance), Floodplain Administration and Zoning Enforcement.

Keith has been with Greenville County for twelve years. Prior to coming to Greenville, he was an Inspections Supervisor with Anne Arundel County, MD and in a private international construction business prior to that.

Keith is a Certified Building Official, Certified Floodplain Manager, Master Code Professional, Deputy State Fire Marshal, Code Enforcement Administrator and is registered/ licensed in multiple states.

Speaker: Paula Gucker

Assistant County Administrator for Public Works
Greenville, South Carolina

Paula was hired by the City of Greenville in July of 2001 and is the Assistant County Administrator for Public Works.

Her responsibilities include:
• Animal Care Services
• Codes Enforcement which includes the Floodplain Management Program
• Engineering, Roads and Bridges
• Land Development which includes Storm Water Permitting and our MS4 permit
• Facilities Construction
• Property Management
• Solid Waste
• Soil and Water Conservation Program

She received a BA in Health Physical Education and Recreation and a Masters in Business Administration

She is also a Team Skills and Leadership Trainer
