Using Performance Measurements to Cope with Layoffs

Cities that have performance measurement systems have found it easier to fight for resources, demonstrate effects of budget cuts, and decide what eventually gets cut using data produced by the systems.

This session will include 2 Public Works Directors with performance measurement systems who will discuss:

� what to look for in performance measurement systems,
� how to implement them,
� how they can help with capital budgeting,
� how to get staff buy-in,
� how to use these systems to improve day-to-day performance,
� and how to use data to minimize the impact of budget cuts and layoffs in a time of decreasing resources.

Additional information will be provided on how to use performance measures to fight for resources and demonstrate the effects of budget cuts. Focus will be on Capital Improvement Project (CIP) prioritization and how some utilities are using performance measures and prioritization frameworks to demonstrate the value of their capital investments, make decisions on which projects to fund, and demonstrating the value being lost as budgets get cut.

After viewing this program, participants will be better able to:
1. Identify how performance measures can help with staffing decisions
2. Explain how to use data to minimize the impact of budget cuts and layoffs
3. Consider ways to get staff buy-in

This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is available upon completion of the class evaluation. Please note there is a $5 fee per individual requesting CEUs.

Vitaly B. Troyan, PE

Vitaly B. Troyan, PE, has over 45 years experience in public and private sector engineering and management. He has been Deputy Director of Public Works in San Francisco, City Engineer of Los Angeles and is currently Director of Public Works of Oakland, California.

He has managed organizations as diverse as a ten person group of street inspectors, a 200 person unit in the Army Reserve, and the 1000 person Bureau of Engineering in Los Angeles. In all of his assignments, Vit has focused on organizational development, creating significant growth in the organizations he managed.

His work has been recognized through numerous awards, including a Managerial Excellence Award from the City and County of San Francisco and the American Society of Civil Engineer�s Government Engineer of the Year in Southern California. Vit is currently a member of APWA�s Leadership and Management Committee.

Dan J. Hartman

Director of Public Works

Golden, CO

Dan Hartman has been in public works for 32 years. He has been Director of Public works in Golden for the past 22 years, and has had similar positions in Tustin, CA and Steamboat Springs, CO. Dan has served on the board of directors for the Colorado Chapter of the American Public Works Association (APWA), and was the 2004 Chapter President. He has served as an APWA delegate in an engineering professional exchange with Japan in 1991.

Dan is currently serving as the chairman of APWA�s Leadership and Management Committee. He has been a technical recourse expert with United States Agency for International Development since 2000 and has traveled to Eastern Europe 15 times to help communities in Bulgaria and Romania plan, finance and complete infrastructure improvements. He spent five weeks in 2007 in Afghanistan developing water and power systems in Afghan towns, and returned in 2011 to work on streets in Kabul. He also worked for USAID in 2011 in Kosovo. Dan served on the EPA national committee to develop the Effective Utility Management Primer as a representative of APWA.

Dan was recognized as one of the Top Ten Public Works Leaders in 2009 by APWA. Dan was selected as the Colorado public works employee of the year in 1995. Dan has spoken nationally on infrastructure management, traffic calming, roundabouts, storm water management and water supply, creating livable communities and drought preparation. During Dan�s tenure the Golden Public Works Department became the 13th department in North America to achieve American Public Works Association national accreditation in 2004.

Michael Matichich

Mike Matichich serves as CH2M HILL�s technology leader for Financial Services, with 30 years experience in conducting financial and management consulting studies for public agencies.

He routinely helps public utilities and other public agencies develop and track performance measures as part of master planning, CIP planning, and other efforts. He is currently serving as Principal Investigator for a Water Research Foundation project that is developing a benchmarking framework that can be used to assess progress toward meeting target performance levels for the ten attributes of Effective Utility Management.

Doug began his career in local government in 1997 as the City Engineer in Overland Park, and was selected as the Director of the Public Works Department in April 2005. As the Public Works Director, he oversees a 130-person department, and is responsible for design and construction of all publicly funded street, storm sewer, bridge and traffic operations projects and for operations and maintenance of the City�s transportation infrastructure.

Prior to coming to Overland Park, he worked for an engineering firm, Louis Berger & Associates, in Washington, DC for three years.

From 1967-1994, he served in the United States Army in Europe, Vietnam, Korea and various installations in the United States. His last assignment was as the Chief of Staff, US Army Corps of Engineers, Washington, DC.

Doug has participated in Leadership Overland Park 1999, and completed the University of Kansas MPA program in 2001.

He currently serves as the City of Overland Park�s representative on the Mid-America Regional Council Total Transportation Policy Committee and is the past-Chairman of the Kansas Surface Transportation Program/Bridge Priorities Committee. He has served in various positions with the Kansas City Chapter, American Public Works Association, to include the Board of Directors in 2008-2009.
