Description: Recycled Materials in Construction - Divert that Waste Stream!

Are you doing all you can?

In some cases, the use of recycled/reclaimed materials in public construction projects has been limited due to testing requirements that were developed to evaluate only virgin materials or to DOT common practices.

This exciting program will show local agencies how they can increase the use of these recycled materials for locally funded projects where state requirements do not apply. Learn the accepted uses for recycled materials that, while potentially in conflict with outdated state standards, are something that can be employed at your community’s discretion for locally funded projects.

Specific examples/topics to be discussed in this program:
• RAP in asphalt up to 40% on local roadways
• Recycled concrete in slabs and precast structures
• Recycled rebar in slabs and precast structures
• Recycled plastic lumber
• Recycled concrete/asphalt in road base
• Glass/rubber/shingles in asphalt
• Reprocessed plastics for urban uses

After viewing this program, participants will be better able to:
• Design projects that utilize regionally-available recycled materials in lieu of virgin resources
• Coordinate designs and specifications with local contractors and suppliers to streamline project delivery
• Promote materials recycling regionally to support waste reduction and new business opportunities locally.

Project Engineer
City Of Bellingham Public Works, Capital Projects
Bellingham, WA

Freeman Anthony is a registered Professional Engineering in Utah and Washington State. He has 12 years of experience as a both a private consultant and public sector engineer in municipal water, wastewater, stormwater and transportation infrastructure with a focus on sustainable design and construction. He has worked in New Zealand, Indonesia and the United States and currently works for the City of Bellingham, overseeing a $45M wastewater treatment plant expansion via alternate delivery process. His design background includes water/wastewater facilities, multi-modal transportation corridors and sustainable design concepts such as porous concrete, rain-gardens, and pin foundations.

With the City of Bellingham he has worked on agency sustainable construction specifications, transportation policies, and infrastructure facility plans. His projects have received project of the year awards in transportation for Washington State from both APWA and ASCE. He currently serves as the chair of the APWA National Transportation Sustainability Subcommittee and serves on the APWA Transportation Committee.

Environmental Protection Agency,
Office of Resource Conservation and Recovery

Rita Chow has been with the U.S. EPA Office of Resource Conservation and Recovery for about 15 years. Since 2005, Ms. Chow has worked on issues related to the recycling and beneficial use of industrial materials. Previously, she worked on hazardous waste treatment and disposal regulations. She earned a Bachelor of Science degree in chemical engineering from the University of Maryland.

Michael Blumenthal was appointed Executive Director of the Rubber Manufacturers Association’s Scrap Tire Management Council in October 1990. In 2007 Michael was promoted to Vice President of the Rubber Manufacturers Association. Michael has led the tire manufacturer’s efforts to expand the viable markets for scrap tires. These efforts include researching and writing market studies, compendiums on air emission issues, ASTM standards for ground rubber, engineering guidelines for civil engineering applications and standard guidelines for tire derived fuel. Michael also led the effort that revised National Fire Protection Agency guidelines for outdoor storage of scrap tires.

Michael has authored over 75 articles and peer-reviewed papers and is widely quoted in the tire and recycling industry publications. Michael has also served on seven state scrap tire advisory committees.

Craig H. Benson, PhD, PE, DGE is appointed as Wisconsin Distinguished Professor and serves as Director of Sustainability Research and Education and Chair of Civil and Environmental Engineering and Geological Engineering at the University of Wisconsin-Madison. Dr. Benson has a BS from Lehigh University and MSE and PhD degrees from the University of Texas at Austin.

Dr. Benson has been conducting experimental and analytical research in geoenvironmental engineering for nearly three decades, with the primary focus in sustainable infrastructure, beneficial use of industrial byproducts, and environmental containment. His research includes laboratory studies, large-scale field experiments, and computer modeling.

Dr. Benson has received several awards for his work, including the Ralph Peck Award, the Huber Research Prize, the Alfred Noble Prize, and the Croes (twice), Middlebrooks, Collingwood, and Casagrande Awards from the American Society of Civil Engineers. Dr. Benson is a member of the ASCE Geo-Institute (GI) and is former Editor-in-Chief of the ASCE/GI Journal of Geotechnical and Geoenvironmental Engineering. He currently serves as Vice President and President Elect off the ASCE/GI Board of Governors and is Vice Chair of the Executive Committee of ASTM Committee D18 on Soil and Rock. Dr. Benson is a member of the University of Texas Academy of Distinguished Alumni.

Dan Johnson is the Solid Waste Manager for the Public Works Department at the City of Lewiston, Idaho – APWA’s first accredited public works department in the state. In that capacity he is primarily responsible for administering solid waste contracts between the City of Lewiston and private vendors. Dan has implemented several new recycling programs diverting tons of materials from landfill disposal. Solid waste tonnages have been reduced five straight years. Residential and commercial customer rates have been reduced, also.

Mr. Covi has over 31 years of experience in the utility business with We Energies, involving various operations, construction, research and environmental disciplines. He has managed a variety of environmental projects ranging from MGP, PCB, Ash Landfill and other legacy site investigations and remediation projects including budgeting, risk assessment and contractor management. He has also managed environmental permit compliance programs for We Energies power plants and pipelines.

He currently manages the We Energies Coal Combustion Products Beneficial Use Program supporting materials recycling and supervises an active research and development program for expanded use of CCPs in manufacturing and construction. We Energies has achieved a nationally recognized high rate of CCP utilization over 20 years, maintaining over 94% since 2006. He holds a BS, Civil Engineering degree from the University of Wisconsin – Milwaukee and is a registered professional engineer in Wisconsin.
