Clients and Consultants – How to Work Together for the Best Possible Project




It takes teamwork between a Public Works Department and Consultant team to create a successful project.

Qualification Based Selection (QBS) will help you select a consultant, but what things do you need to know to make the consultant/client relationship work?

This session will offer basic advice on consultant selection and management, from the client’s perspective. In addition, the consultant’s viewpoint on the expectations of a client will be shared.

These tips from a seasoned client and an astute consultant will provide a basic framework for a successful and mutually beneficial client/consultant relationship.

This session will have broad appeal to any public works employee who engages in some portion of the consultant selection and/or management process. This crosses all disciplines of public works and will benefit most public works employees. In addition, consultants who serve clients in the public sector will gain valuable insight into the ways they can best serve their public works clients.

After viewing this program, participants will be better able to:
* Identify consultant management theories and techniques
* Explain what consultants expect/ need from their client
* Recognize what makes for a successful client/ consultant relationship.

This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is available upon completion of the class evaluation. Please note there is a $5 fee per individual requesting CEUs.



Speaker: Jim Nichols

Assistant City Manager
City of Midland, TX

Jim Nichols is currently serving as the Assistant City Manager of Midland, Texas. Prior to Midland, he worked as a Deputy City Manager for Las Vegas, Nevada and Goodyear, Arizona. Nichols has an extensive background in engineering and publics works. He’s served as the Public Works Director for cities in Arizona and Washington. He has been a member of APWA for over 10 years. He is the former state delegate for the Arizona chapter and is currently serving on APWA national’s Engineering and Technology committee. Jim Nichols has authored 2 books for APWA including one on the subject of consultant management, “How to be a Better Client – Consultant Selection and Management”.

Jim Nichols attended the University of Connecticut where he earned a Master’s of Science degree in Environmental Engineering, after receiving his Bachelor’s of Science degree in Civil Engineering, Cum Laude, from Northeastern University. He also holds a Public Management Certificate from the University of Nevada, Las Vegas, where he was named Outstanding Graduate Student of the Year for 2010 in the certificate program. Nichols oversees the departments of Development Services, Solid Waste, and Utilities for the City of Midland

Chris Cleveland is a Vice President with Brown and Caldwell in their Olympia, Washington office. He is a leader of their Business Consulting and Regional Wastewater practices.

With over 25 years experience as a consultant, Chris has been involved in utility performance and asset management issues since the mid 90's and has special skills dealing with complex issues and developing comprehensive planning and engineering efforts which incorporate business, utility function, and environmental issues.

He is a licensed professional engineer in several states and has a graduate business degree. For the past several years he has been assisting communities create new regional utility entities and helping agencies develop sustainable capital plans.
