How to be FEMA Ready When Disaster Hits

When an emergency occurs, public works professionals are held responsible for decisions made in situations over which they have no control. After the initial emergency response, the long process of asset recovery begins.

There are many complications to the disaster reimbursement process. By implementing a thorough and effective long-term recovery plan you CAN control how your agency responds which may aid in rapid recovery of assets.

This session will help you identify what you should have ready before disaster strikes and what you can expect in dealing with FEMA after the disaster.

Learn from program speakers who have faced natural disasters and were successful in resolving funding issues with FEMA.

After viewing this program, participants will be better able to:
1.Recognize the need for recovery planning as well as response planning
2.Justify the value of a good asset management system that gives you quantifiable information to help identify the cost of bringing assets back into use
3.Anticipate the length of time and resources involved in the recovery process ( years rather than days)

In the last five years every state has experienced a disaster declaration so preparing for one should be a priority for every community. With declining financial resources this is a must see program!

Colonel Terry Ebbert, United States Marine Corps Retired, founded Ebbert & Associates to provide consulting, planning, training, and education in all aspects of Emergency Preparedness, Public Safety, Disaster Management and Security Matters.

Colonel Ebbert is the former Director of Homeland Security for the City of New Orleans. In this role he was responsible for the administration and leadership for all Public Safety agencies, which included Police, Fire, Emergency Medical Services, Emergency Preparedness and Criminal Justice organizations. He served as the "Incident Commander" and coordinated all local, state and federal response to New Orleans in the aftermath of Hurricane Katrina, the largest disaster in the history of the United States.

Colonel Ebbert's views on the Katrina experience have been documented in extensive federal testimony, books, articles, television, lectures, and personal sessions with the White House and Department of Homeland Security. His input has been taken into consideration in the creation of national reforms for emergency planning and operations. For his service during this disaster he received the United States Coast Guard Public Service Award, The Louisiana Legion of Merit and the American Spirit Gold Medallion.

Colonel Ebbert's previous positions have included serving as the Director of the New Orleans Police Foundation and as the Director of Security for the National Strategic Petroleum Reserve.

Colonel Ebbert completed a distinguished career in the United States Marine Corps where he held nuclear security positions and served as Security Officer for the United States Pacific Fleet. Other assignments included serving as the Military Secretary to the Commandant of the Marine Corps and Commanding Officer of The Basic School for Marine Officers. He is the recipient of the Navy Cross, the nation's second highest award for valor for leadership actions in the Republic of Vietnam.

Colonel Ebbert has recently been selected to serve as a Distinguished Visiting Fellow to HSSI, the internal federal "Think Tank" for the Department of Homeland Security.

Dave is responsible for the Cedar Rapids� Public Works Department including Street Maintenance, Sewer Maintenance, Forestry, Engineering Planning, Design, Construction and Administration, Traffic Engineering and Traffic Signal Maintenance. He is also responsible for interim flood response plan implementation, flood mitigation activities and flood infrastructure.

Dave has over 35 years of civil engineering experience in municipal and general civil engineering practice including industrial, commercial, institutional, and municipal design practice. He has been with the City of Cedar Rapids for over 18 years, previously serving as Water Utility Engineering Manager, City Engineer, and for the past 5 years as Public Works Director/City Engineer.

Dave received a Bachelor of Science in Civil Engineering from the University of Wisconsin-Platteville

He is a licensed Professional Engineer in Iowa, Wisconsin and Nevada and a licensed Land Surveyor in Iowa and Wisconsin.

Meteorologist Sara Croke founded Weather or Not in 1986. Since then, they have been saving money and improving safety for businesses, municipalities, ball parks, golf courses and airports.

Croke started her career in Chattanooga at WRCB-TV in 1983, then moved to KMBC-TV in Kansas City. Ten years of radio followed with seven years at NewsRadio 980 KMBZ in Kansas City.

Sara was a member of the APWA Emergency Management Think Tank. EMTT has been a year long project to assess best practices and needs throughout the APWA community followed by recommendations to the APWA Board of Directors. Read results in September issue, APWA Reporter.
