How To Train Your Fleet



Many local agencies struggle with how to get fleet training due to size and staffing constraints. This session will focus on how two agencies work with within their region and state APWA chapters to get well rounded training for their small fleets.

The focus will be on:

• Where to get training
• How to find out about training
• What topics are desired by potential attendees
• How to find speakers to address those topics
• How to advertise/ promote/ generate participation in the training
• Funding the program
• Dealing with staffing issues to allow attendees to participate
• Tailoring the content to the audience
• Insurance requirements for the host and
• How to get the biggest bang for your buck


After viewing this program, participants will be better able to:
• Establish a training program within their own agency
• Promote networking with other local agencies
• Determine if creating a Chapter subcommittee or Division for fleet specialist would be beneficial.


This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is included in the handouts for this program. Please note there is a $5 fee per individual requesting CEUs.

Fleet Maintenance Supervisor
City of Conover, N.C.


Ronald D. Brown, fleet maintenance supervisor for the City of Conover, N.C., recently earned certification as an American Public Works Association (APWA) Certified Public Fleet Professionals (CPFP).

With 18 years as fleet maintenance supervisor for the City of Conover, Brown received the 2010 Fleet Manager of the year award from the Equipment Services Division of the NC-APWA chapter and in 2007 North Carolina Mobile CARE (Clean Air Renewable Energy) award for public fleet. The honor recognizes outstanding individuals and organizational efforts at reducing transportation-related emissions.

Brown led Conover’s efforts to reduce fleet emissions after adoption of a local Air Quality Awareness Action Plan. In addition to implementing idle reduction and employee flex time policies, the City transferred 100 percent of the fleet to alternative fuel blends including biodiesel and E10 ethanol. Efforts have attracted the attention of surrounding communities, who are experimenting with biofuels thanks to Conover’s example.

An Army veteran of Desert Storm and Desert Shield, Brown served as a member of the First Armored Division during the first Gulf War. He spent 15 years stationed in Germany and Fort Bliss, Texas, working in maintenance management.

Brown is an active member of APWA, serving on the board of directors for his local chapter and as Equipment Service Division President in 2001 and 2008 and is currently serving as a member of the APWA Fleet Technical Committee He is also a member of the DPSI Fleet Maintenance/iMaint User Advisory Board.
Speaker: Tom Collins

Deputy Director
City of Natick, MA

Tom Collins is the Deputy Director of the Town of Natick, MA. He has been involved in Public Works Fleet departments since 1976 when he was a mechanic and the working foreman for the town of Brookline, MA.

In 1985, he became the equipment maintenance supervisor for the town of Natick and in 1994 added the title of Deputy Director.
He is an active member of the New England APWA chapter. He was President of the chapter in 2010 and has been a board member since 1995.

Tom has conducted numerous Mechanic Workshops that take place each spring and fall. These are hands on sessions with attendance ranging from 50 to 150 attendees at each workshop.

City of Lee's Summit
HEAT Association President

Mark Stinson is currently the Fleet Manager for the City of Lee’s Summit Missouri. He has held that position for the past 11 years.

Mark has been in the municipal Fleet field for 27 years. He received have a bachelors of Science degree in Automotive Technology from Pittsburg State University.

He currently holds the Certified Public Fleet Professional certification through APWA and is a founding member and current president of the Heartland Emergency Apparatus Technicians Association.
