The Effective Utility Management program that was developed by 6 professional organizations, Including APWA, has become the go to source for management improvement.

Public Works Departments and Water sector utilities across the country face common challenges, such as rising costs and workforce complexities, and need to focus attention on these areas to deliver quality products and services and sustain community support

In May 2006, the Association of Metropolitan Water Agencies; the American Public Works Association; the American Water Works Association; the National Association of Clean Water Agencies; the National Association of Water Companies; the United States Environmental Protection Agency; and the Water Environment Federation joined together to promote effective utility management among the sector.

Within this context, the Collaborative released a series of tools designed to help water and wastewater utilities advance effective management practices to achieve long-term sustainability.

The tools are based on the 10 Attributes of Effectively Managed Utilities and five Keys to Management Success first identified in a report released by the group in May 2007. These tools have been found effective for almost all aspects of Public Works and can be used to improve the efficiency of your agency.

This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is included in the handouts for this program. Please note there is a $5 fee per individual requesting CEUs.
Speaker: Dan J. Hartman

Director of Public Works
City of Golden CO

Dan Hartman has been in public works for 32 years. He has been Director of Public works in Golden for the past 22 years, and has had similar positions in Tustin, CA and Steamboat Springs, CO.

Dan has served on the board of directors for the Colorado Chapter of the American Public Works Association (APWA), and was the 2004 Chapter President. He has served as an APWA delegate in an engineering professional exchange with Japan in 1991. Dan is currently services on the APWA Leadership and Management Committee.

He has been a technical recourse expert with United States Agency for International Development since 2000 and has traveled to Eastern Europe 15 times to help communities in Bulgaria and Romania plan, finance and complete infrastructure improvements. He spent five weeks in 2007 in Afghanistan developing water and power systems in Afghan towns, and returned in 2011 to work on streets in Kabul.

Dan served on the EPA national committee to develop the Effective Utility Management Primer as a representative of APWA.

Dan was recognized as one of the Top Ten Public Works Leaders in 2009 by APWA. He was selected as the Colorado public works employee of the year in 1995. Dan has spoken nationally on infrastructure management, traffic calming, roundabouts, storm water management and water supply, creating livable communities and drought preparation.

During Dan’s tenure the Golden Public Works Department became the 13th department in North America to achieve American Public Works Association national accreditation in 2004.

Jim Ginley is a Senior Consultant for Malcolm Pirnie/ARCADIS, in Denver, CO.

He has spent over 23 years working with utility managers on strategic planning, organizational improvement, and leadership development.

For over a decade, he managed AWWA’s QualServe program and he also represented the AWWA staff on the multi-organizational effort that resulted in the Effective Utility Management (EUM) program.

Ginley is a member of WEF’s Utility Management Committee, and chairs both the AWWA Strategic Management Practices Committee and the Rocky Mountain AWWA/WEA Joint Utility Management Committee.

He holds a Bachelor of Arts from Kenyon College and a Masters of Environmental Management from Duke University.

Deputy Director of Public Works

Anne Beierle is the Deputy Director of Public Works for the City of Golden, CO. Her responsibilities include water and wastewater infrastructure and compliance, water rights, environmental programs and sustainability.

Anne has over 20 years of experience in managing private and public infrastructure, with an emphasis in water and wastewater.

The City of Golden’s water treatment plant has been awarded the Phase III Directors Award under the Partnership for Safe Water for 10 years in a row and the utility became a charter member of the Partnership for Safe Water – Distribution Systems in 2011.
