Don Hartman obtained his Bachelor�s degree in history from Hampden-Sydney College, his Juris Doctor from Gonzaga Law School, and a Masters in Law at George Washington University.

Don is a former assistant judge advocate in the Air Force where he was a prosecutor, manager of a law office at Altus Air Force Base, and appellate counsel in Washington D.C. After retiring from the service he moved to Vermont and assumed the position of lead counsel for the Vermont Department of Corrections. In 1998 he was appointed as the Deputy Commissioner for the department.

He joined the faculty of Norwich University in 2003, and in 2005 assumed his current duties at the School of Graduate and Continuing Studies. Don is the director for the online master of public administration and master of science in organizational leadership programs

City of Newberg

Russ Thomas is the Superintendent of Public Works for the City of Newberg, Oregon. Mr. Thomas has over 32 years experience in the Public Works field, and currently holds operator certifications in water distribution and wastewater collection from the State of Oregon.

During his employment he has worked in a variety of positions in the public works field from a pipe layer, to meter reader, treatment plant manager, to acting department director. He currently holds the position as Public Works Maintenance Division Superintendent.

Mr. Thomas currently holds a gubernatorial appointment to the Oregon Utility Notification Center Board of Directors, is a member of the American Water Works Association (AWWA), the Water Environment Federation, and the American Public Works Association (APWA). Mr. Thomas is currently a director on the APWA Oregon Chapter board, serves as Chair of the Oregon APWA Utility Location and One Call subcommittee, and is a member of the Oregon APWA chapter�s education and Wastewater Short School Committees.

Mr. Thomas has served on the Regional Water Providers Consortium, developing educational materials and programs for Elementary Schools. He has conducted numerous training classes for Public Works field personnel, incorporating his experience and knowledge into a variety of classes from Oregon Utility Locating Laws and Practices, to classes on customer service, responding to wastewater spills, and handling public works emergencies. Mr. Thomas has served in the US Navy, coaches High School Baseball, is married, and has 3 children.

Nan is the Director of Public Works for the Village of Downers Grove, a suburban community with 50,000 residents, located 20 miles west of the City of Chicago. She has 25 years of experience in the field of public works and has held the positions of staff engineer, Village Engineer, Assistant Director and Director of Public Works.

Nan is a registered Professional Engineer in the State of Illinois and has a bachelor�s degree in Civil Engineering from the University of Illinois and a Masters degree in Public Administration from Northern Illinois University. She is a past President of the Chicago Metro Chapter and has contributed to numerous APWA committees

Michael Baker

Village of Downers Grove, IL

Michael Baker has served as Deputy Village Manager for the Village of Downers Grove since November 2008. He has held other positions within the Village Manager's Office dating back to July of 2000. In his current position, Michael has oversight responsibility for a number of departments, including Finance, Human Resources, Communications, Building Services and Information Technology. He as also taken an active role in working with the Village's Innovations Team to evaluate and implement new and innovative concepts within the organization. The Team has been instrumental in bringing forward a number of creative initiatives that have resulted in substantial cost savings opportunities.

Michael holds a Master's degree in Public Administration from the University of Kansas. He is an ICMA credentialed manager and has served on the Board of Directors for the International City/County Management Association.

City of Liberty, MO

Steve has served as the public works director for the city of Liberty, Missouri for the past 22 years. Liberty is located in the Kansas City metropolitan area and has a population of approximately 32,000 residents. Prior to coming to Liberty Steve was the City Engineer for the city of Olathe, Kansas for 12 years.

He is a registered professional engineer in the state of Missouri and holds a Bachelor's degree in Civil Engineering and a Master's degree in Public Administration. He is on the Kansas City Metro Chapter's executive board and is the chapter treasurer.
