Project Civic Access is a Department of Justice project to audit a municipality's compliance with the Americans with Disability Act (ADA).
The project now includes 185 settlement agreements with 171 localities in all 50 states, the District of Columbia, and Puerto Rico.
Compliance review sites were chosen based upon the Department’s desire to visit every state, the population of the site, and, in some cases, its proximity to a university or tourist attraction. The majority of the compliance reviews occurred in small cities and towns, because they represent the most common form of local government.
These reviews are ongoing. Many of the original sites where selected based on a compliant, but a complaint is not necessary for the DOJ to initiate the audit.
This program will help you understand what to expect if your municipality is selected for a review.
Representatives from the Department of Justice will provide an overview of the program and explain the goals of Project Civic Access.
This will be followed by a firsthand account of one municipality's experience with the compliance review.
After viewing this program participants will be better able to: * Anticipate what to expect * Conceptualize how to prepare * Construct a plan and response.

Mardell Morrison
Liability Analyst & ADA Coordinator City of Santa Rosa
Mardell Morrison is the City of Santa Rosa’s ADA Coordinator and Liability Analyst. She came to Santa Rosa 4 yrs ago from Portland, Oregon for her current job. She worked as a governmental claims representative in Oregon and Idaho for 15 yrs before moving to Santa Rosa.
She enjoys working with the community and is on the Board of Directors for DSLC (Disability Services and Legal Center) and on the Sonoma County Mayors Committee for the Employment of People with Disabilities. She is one of the founding members of the California Association of ADA Professionals (CAADAP). She also participates in several community groups that address Emergency Preparedness Planning including DP4VP (Disaster Preparedness for Vulnerable Populations), VOAD (Volunteer Organizations Active in Disasters) & DVCC of So. Co. (Disaster Volunteer Coordination Committee).
She has a Bachelor of Science in Business Management from Linfield College and participates in ADA related trainings and conferences.

Ame Eduardo
Disability Rights Section Department of Justice
Ame Eduardo has worked as an Investigator with the Disability Rights Section for the last 10 years. Prior to her coming to the Department of Justice, she worked at the Department of Agriculture’s Civil Rights Division enforcing Title VI of the Civil Rights Act. Ms. Eduardo has worked on Project Civic Access since its inception in 1999 and to date has obtained 17 signed PCA settlement agreements.

Jennifer McDannell
US Department of Justice
Jennifer K. McDannell is a Supervisory Trial Attorney at the United States Department of Justice, Civil Rights Division, Disability Rights Section. She supervises investigators, attorneys, and architects on hundreds of investigations of cities, counties, and states under the Americans with Disabilities Act (ADA). Among these matters are those initiated under Project Civic Access (PCA), the Department’s wide-ranging initiative to ensure that cities and counties throughout the country comply with the ADA.
PCA was initiated to ensure that persons with disabilities have an equal opportunity to participate in civic life, a fundamental part of American society. As part of the PCA initiative, Justice Department investigators, attorneys, and architects survey state and local government facilities, services, and programs, including sidewalks and curb ramps, in communities across the country to identify the modifications needed for compliance with ADA requirements. The agreements are tailored to address the steps each community must take to improve access. Ms. McDannell also provides technical assistance, training, and public presentations regarding ADA obligations to many public entities, including, her presentation regarding the Department’s approach to sidewalks under PCA to the Transportation Research Board’s 49th Annual Workshop on Transportation Law in Newport, Rhode Island, and her presentation regarding Title II obligations to the American Association of State Highway Officials’ 2010 AASHTO National Civil Rights Symposium: Diversity, Equality and Economic Prosperity, in Norfolk, Virginia.
For thirteen years prior to her service at the United States Department of Justice, Ms. McDannell litigated massive commercial disputes on behalf of fortune 50 clients for the global law firm Howrey LLP. Ms. McDannell earned a B.S., summa cum laude, from Tulane University in 1994 and a J.D., cum laude, from Duke University School of Law in 1997. She currently serves as a co-chair of the Women’s Bar Association of the District of Columbia’s Working Parents Forum.

Caroline Fowler
City Attorney City of Santa Rosa
Caroline Fowler has been the City Attorney for the City of Santa Rosa since July 2008. She was an Assistant City Attorney for the City of Santa Rosa for approximately 7 years prior to becoming the City Attorney.
Before joining the City, Ms Fowler was engaged in private practice for approximately 17 years practicing in the areas of civil litigation, real estate, employment law and legal malpractice.
