WINTER IS COMING - ARE YOU READY?

Extreme winter events can wreak havoc on planned winter operations, budgets and public perception. This has caused many agencies to re- examine operational policies, community outreach programs, staffing procedures and budgeting processes, to name a few.

This program will detail how agencies in Washington D.C. and Denver CO .and have dealt with major winter events and what they changed because of it.

They will discuss actions taken such as implementing new programs (anti-icing, pre-wetting, contracting etc.) and looking for best practices (new routes, using liquids, new equipment). Consideration will be given to such items as: how did the budget change, who implemented the change, how did staff react and how the public perceived the changes.

Much can be learned from how other agencies have dealt with these issues. Join us to compare your experiences and get some ideas for what your agency could do to prepare for the next tough winter.

After viewing this program, participants will be better able to:
� Plan contingencies for extraordinary winter events
� Correlate training needs so operators understand how to deal with emergency operations
� Communicate a positive message to the driving public
� Plan how to staff for extreme winter weather

Mr. Marsili is a 29 year veteran in the public sector spending 22 years in the City of Baltimore Department of Transportation and worked his way up the ranks to hold the position of Executive Director of Operations and Maintenance and the last 8 years he has worked in the District of Columbia, District Department of Transportation as the City Wide Program Manager/Snow Coordinator.

During his tenure in Baltimore, Mr. Marsili was responsible for all the operations and maintenance for roadways, street lights, signals, trees, parking meters and snow removal. He was instrumental in securing funding and the implementation of the city�s RWIS system and introduced anti-icing practices and other techniques for fighting snow and ice.

Since joining DDOT in 2001, Robert has worked in various capacities including managing major contracts for the on-street parking operations, for asset management of the District street lighting system and overall coordination of snow operations.

Currently, Mr. Marsili is leading the District Snow Removal Program and coordinates and prepares recommendations to the Director on mobilization plans and resource allocations for all snow events in the District. He is currently increasing the field testing and utilization of pre-treatment with salt brine for bridges, major roadways and started last season applying liquids on residential streets for increased performance during snow events and prepares and performs training for all District personnel that work on the snow team.

Mr. Marsili is a Master Electrician holds an Associate Degree in Business Management and has attended numerous conferences and training sessions on snow and ice control. He has been a member of the APWA since 1997 and is a member of the Illuminating Engineers Society.
Robert is married and has two wonderful children and loves working out at the gym, splitting firewood and spending time with his family.

Pat Kennedy is a registered Professional Engineer in the State of Colorado. He graduated from the University of Colorado/Denver in 1982 with a Bachelor of Science in Civil Engineering. Pat has been employed by the City of Denver Public Works department for nearly 19 years and now is the Engineering Supervisor/Assistant Director for Denver Street Maintenance.

During the winter Pat is one of the managers for Denver emergency snow operations monitoring and analyzing weather forecasts. Pat is the chairman of the steering committee for the Metropolitan Government Pavement Engineers Council (MGPEC), a group of industry and government pavement professionals tasked with improving the condition and program delivery of infrastructure construction and maintenance in the Metro area.
