How To Write a Sustainability Action Plan
You've been tasked with writing a Sustainability Action Plan for your community - Now what?
This program provides an overview of the process two cities used to develop and write Sustainability Action Plans for their communities. Public works professionals are good at identifying outcomes, the processes needed to get there and the strengths and weaknesses of every approach. Learn how to leverage these skills in the development of your Sustainability Action Plan. This program will outline the elements included in a comprehensive Sustainability Action Plan and explain the process these two communities used to build stakeholder support for their efforts. Practical examples of the engagement process will be included as well as examples of the types of questions you need to be asking as you develop your Sustainability Action Plan.
After viewing this program, participants will better be able to:
- Identify the elements necessary to create a comprehensive Sustainability Action Plan
- Understand the different processes used to bring key stakeholders along in the development process
- Learn how to get started on your Sustainability Action Plan when you have no money, no expertise in house and no commitment or support from your leadership.

Keith Reester
Director of Public Works City of Loveland, Colorado
Keith Reester has been with the City of Loveland, Colorado, for over 5 years. His prior work was in private sector as a consultant to a national client base in the design and construction industries. He also has worked with waste management in Boston and throughout New England. Keith also served as the Public Works Deputy Director in Binghamton, NY.
In 2007, Keith spent five weeks in Australia representing the United States on behalf of the American Public Works Association and the Eisenhower Institute as a Randolph Jennings Fellow. In December, he was named a 2007 Industry Trendsetter by Public Works Magazine for his work on replacing the Baby Boomers in the technical workforce.

Lee Feldman
City Manager City of Palm Bay, Florida
Mr. Lee Feldman is currently the City Manager for the City of Palm Bay, Florida; a position he has held since October 2002.
Prior to his appointment as the Palm Bay City Manager, Mr. Feldman was employed by the City of North Miami, Florida, where he served as the City Manager from May 1996 to October 2002 and as the Deputy City Manager beginning in 1989. Mr. Feldman also served as an Assistant to the City Manager and Assistant City Manager to the City of North Miami Beach.
Mr. Feldman is a graduate of Washington and Lee University, where he received a Bachelor of Arts in Liberal Arts. He earned a Master’s Degree in Governmental Administration from the Fels Center of Government at the University of Pennsylvania. Additionally, he has completed the Senior Executive in State and Local Government Program at Harvard’s Kennedy School of Government.
He has served as the President of the Florida City and County Management Association and as President of the Dade City/County Management Association and was named the Florida League of Cities’ “City Manager of the Year” in 2006. Mr. Feldman is a member of the United States Federal Emergency Management Agency National Advisory Council; serves as Chair of the National League of Cities’ City Futures Panel on Public Finance; serves as a member of the National League of Cities Steering Committee on Public Safety and Crime Prevention and Advocacy; serves on the International City and County Management Association’s Governmental Affairs and Policy Committee, which he chaired in 2008; serves on the Association’s Sustainability Advisory Group and has served on the Association’s Task Force on Community Tools for Ending Racism. Additionally, he teaches newly elected municipal officials the principles of finance and taxation in Florida and is frequently called upon to speak to professional groups on a variety of municipal issues.

Senior Planner and Project Manager CDM Kansas City, Missouri
Michael Beezhold is a Senior Planner and Project Manager at Camp Dresser McKee, Inc. (CDM). Mr. Beezhold is currently co-chair for the 4A Collaborative, an interdisciplinary partnership of allied planning and design professionals (i.e., American Public Works Association, American Association of Landscape Architects, American Planning Association and the American Institute of Architects) committed to identifying and developing resources, principles and strategies that promote sustainability throughout the Kansas City region. Mr. Beezhold has nearly 20 years experience in the water resources field and most recently served eight years as the Department of Public Works Watershed Manager for the City of Lenexa, Kansas’ award winning stormwater program, Rain to Recreation.
