REBROADCAST: NPDES: Good Housekeeping - A Click, Listen & Learn Classic


Every public works agency is responsible for facilities and activities that require special measures to prevent pollutant runoff into storm sewer systems and local waterways such as: equipment storage and maintenance yards, parking lots, landscape and park maintenance activities, salt storage and snow removal, fueling operations, etc.

Join us as we examine “Good Housekeeping” practices implemented by public works agencies to control runoff both at the source and through materials management. Topics will include: runoff control plans, operational practices for spill prevention control, employee training tools, and structural measures for storm drainage and floatable control.


This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is included in the handouts for this program. Please note there is a $5 fee per individual requesting CEUs.

Ms. Vlier has over 25 years of experience in water resources and water quality engineering. She leads the water resources discipline for Tetra Tech in Colorado. Her specialty areas include many aspects of water, including watershed management, water resources planning, stormwater management, Clean Water Act compliance and watershed-based trading. Ms. Vlier’s leadership on the water quality front is particularly recognized in Colorado as she recently completed two terms on the Colorado Water Quality Control Commission, serving as Chair of the nine-member board that promulgates water quality standards and classifications to protect beneficial uses of state waters.

Environmental Manager
Arapahoe County, CO

Mr. Miller has over 30 years of experience in environmental services, safety, industrial hygiene and water chemistry. He has been responsible for strategic leadership in the development, implementation and administration of safety and industrial hygiene programs and policies in industrial environments. Mr. Miller designed and implemented behavior-based initiatives, at an investor-owned gas and electric utility, to reduce workforce injuries and illnesses. He was responsible for OSHA compliance and negotiations including general industry and construction standards. Mr. Miller was responsible for and assisted in the development of corporate environmental compliance manuals. He was responsible for EPA, Colorado Department of Public Health and Environment and OSHA investigations, compliance hearings and mitigations. For 18 years he managed a corporate chemistry and materials engineering laboratory. Mr. Miller was responsible for planning and designing chemical treatment programs for water and wastewater systems in fossil-fired electric generating stations. He was responsible for point source environmental monitoring including laboratory analyses. He advised engineering and plant management on design criteria for chemical treatment systems and managed the NPDES Permits for all generating station discharges.

AMEC Earth & Environmental, Inc.

Dr. Latimer serves as a Technical Director of Water Resources for AMEC Earth & Environmental, Inc. in Tempe, Arizona. He has over 20 years of experience in water resources engineering, stormwater management and permitting, and project management. Dr. Latimer’s areas of expertise are municipal stormwater management, development and implementation of stormwater utilities, stormwater regulatory compliance (federal- and state-level permit programs), conservation engineering, BMP technology, and irrigation engineering. He has completed articles and presentations in various technical subjects, including stormwater permits and stormwater program funding. He is also fully bilingual (professional level) in both Spanish and English.
