A tabletop exercise is a popular and fairly uncomplicated method of testing a disaster recovery plan while providing a practical gut check of procedures to follow should a particular event occur. This type of informal preparedness training enables planners to enhance continuity plans without causing major interference of normal operations.

Tabletop exercises for disaster recovery take a small amount of time and cost nothing more than the salaries of participants. Use this type of exercise to ask yourself the following questions. Who is the primary contact? How do you reach that person? Is the contact information valid? Who is responsible for making the call?

After this program, participants will better be able to:

  • Identify steps to develop a tabletop exercise
  • Utilize an informal exercise to prepare an agency's staff
  • Determine how to get operations started again after a disaster

Emergency Operations Manager
Bureau of Water Works
Portland, OR

Perry W. Hopkins is Chief of Emergency Management for the Portland Bureau of Water Works. The Portland Water Bureau delivers about 26 billion gallons of water per year, to about 800,000 million people equaling 25% of the drinking water used by residents of Oregon.


The Emergency Management program is part of the Engineering Group of the Portland Water Bureau. It is a comprehensive emergency management program, comprised of a number of coordinated, but individual elements. The entire program is designed to provide the Bureau an institutionalized capability to respond quickly and appropriately to any emergency.

Hopkins began his employment with the City of Portland in 1997. He was the Deputy Director of Operations Training and Hazardous Materials for the York County Emergency Management Agency and was a full time firefighter and Chairman of the York County Local Emergency Planning Committee. Hopkins retired from the fire service at the rank of Battalion Chief after 25 years of service.

Hopkins has received many awards for community service and volunteered many hours in the field of public safety. He was an instructor and educator in the areas of Emergency Management, Fire Protection, Search and Rescue and Hazardous Materials and also worked as a Disaster Reservist responding to many major disasters within the states to include Hurricane’s Hugo and Andrew, Midwest Floods, Oklahoma City Bombing, and Northridge Loma Prieta Earthquakes and most recently hurricane Katrina.

Currently, Hopkins is a working member of National Integration Center (NIC) representing Public Works working on Resource Typing and Responder credentialing, and Incident Management Team (IMT) qualifications.

Speaker: Brian Usher

Director of Public Works
City of Largo, FL

Brain Usher currently serves as Director of Public Works for the City of Largo, Florida. In this position he manages a department comprised of over 150 employees providing services to the City's 78,000 residents. This department provides both internal and external services, including facility management of all City buildings, fleet management including police and fire vehicles, solid waste collection, and street and drainage maintenance. He has over 30 years hands on experience in public works operations, with over 25 in a management role. The ability to blend his college study of Criminal Justice and experience as a firefighter/EMT and the public works sector experience has made Brian a leader in the pursuit of integrated emergency management.

A recipient of the the American Public Works Association's TOP TEN Leader of the Year Award in 2005, he has been an active member of APWA serving on committees and as an officer in both the Suburban Branch and the Chicago Metro Chapter. Brian was asked in 2002 to chair APWA's Homeland Security Task Force, as well as become one of six members on the national Emergency Management Committee. In 2003 and 2004 Brian served as the chair of that Committee. In 2004 Brian was named one of the “40 Trendsetters of the Year” by Public Works Magazine. Brian also represents the Public Works arena on numerous national work groups involving emergency management, including the National Incident Management System Consortium, the NFPA Technical Committee on Incident Management Professional Qualifications (NFPA 1026) and the DHS-FEMA's Incident Management Working Group. Brian was recently named as Chair of DHS-FEMA's Public Works Credentialing Working Group

Mr. Usher serves as an adjunct contract instructor for the Integrated Emergency Management Course at the National Emergency Training Center's Emergency Management Institute in Emmitsburg, Md.
Speaker: Patty Copeland

Public Works Coordinator
City of Bettendorf, IA

Patty Copeland began her employment in the Finance Department with the City of Bettendorf in 1998 and was promoted to Public Works in 2000. In her current position she is responsible for actions across all divisions in the Public Works Department, including administration, engineering, transit, garage, building maintenance and custodial, solid waste, sanitary sewer, streets, and storm water. Patty is also responsible for coordination and oversight of the City’s underground storage tank program, budgeting, accreditation, the NPDES Phase II Storm Water Permit and safety training.

Patty was instrumental in developing the Public Works Department’s Emergency Operations Manual and coordinates the “mock” emergency exercises that Public Works routinely performs. She assisted the City’s emergency management coordinator in preparing resource typing for NIMS.
