Do you have a succession plan in place for your agency? Having a successful
talent management strategy requires a commitment from the top and the resources
from your department to make it work. Today's speakers address steps to develop
a succession program, issues cities and agencies have with the process, and
examples of how identified candidates were moved through the development
process.
After this program, participants will better be able to:

- Identify the steps to develop a program for your agency
- Recognize potential pitfalls for the process and plan how to avoid them
This program has been approved for .2 CEUs or 2 PDHs. The form to request

George Haines has over 30 years of public sector leadership and management experience and has recently joined the staff of the Northern Wyoming Community College District.
George served over 20 years as an officer in the Navy Civil Engineer Corps, then worked for 11 years in local government starting in San Mateo County, CA, and then serving as Public Works Director for the City of Gillette, WY. Prior to joining the college, he served as Director of Operations with Peregrine Leadership Institute in Gillette, WY.
George has a Master of Science in Civil Engineering, Construction Management, from Georgia Tech and a Maser of Science in Public Administration, Human Resources Management, from the College of Notre Dame in Belmont, CA. He is also a graduate of the Armed Forces Staff College in Norfolk, VA.
George is a member of the American Public Works Association (APWA) Leadership and Management Committee and serves on the Education Committee of the Rocky Mountain Chapter.

Retired Director of Public Works
City of Greeley, CO
William Sterling was the Director of Public Works for the City of Greeley, CO, twice for a total of more than 17 years. The city asked Bill to re-enter the workforce to help find and train his replacement.
Bill has a bachelor's degree in civil engineering, a master’s in public administration, and an MSCE in transportation engineering. A member of APWA since 1976, he has served as president of the Colorado Chapter, been chair of the APWA House of Delegates, contributed numberous articles to the APWA Reporter, and is a contributing editor to the Public Works Management Practices Manual.
Bill guided Greeley to become the first APWA-accredited agency, and is now an accreditation site evaluator, a member of the accreditation council, and has been chair of the leadership & management technical committee. Bill is also a recipient of the APWA Swearingen Award and was named a Top Ten Public Works Leader of the Year in 1993.
Joel Hemesath is currently the Director of Public Works for the City of Greeley, Colorado. Joel worked with Bill Sterling in an informal succession planning process to prepare for the role Bill would be vacating in Greeley. Frank Abbate is currently the Interim Assistant County Manager, Management Services for the Brevard County Board of County Commissioners and has served in this capacity since February 2009.
He is responsible for personnel administration, employee and labor relations, employee development, risk management, and employee benefits for approximately 2600 employees.
Previously, he was the Human Resources Director for Brevard County Board of County Commissioners, and has served as an instructor for undergraduate and graduate public administration and Human Resource development courses at the University of Central Florida. He was also an instructor for Webster University’s Public Administration program.
Prior to his position with Brevard County, Frank served as the Personnel Director/Labor Attorney for the City of Harrisburg, Pennsylvania, for approximately six years.
Frank graduated the Dickinson School of Law, and was admitted to the Pennsylvania Bar in 1982 and the Florida Bar in 1990. He earned a bachelor’s degree in political science from S.U.N.Y. at Stony Brook in 1979.
Gil Ramirez is currently the Manager of the Engineering Division of the Department of Public Works for Brevard County Florida. Gil was selected and completed the succession planning program at Brevard County’s Executive Leadership Institute.
