Description: NPDES Best Management Practices for Developing an Illicit Discharge Detection and Elimination (IDDE) Program

Are you looking for a better way to manage illicit discharge?

National Pollutant Discharge Elimination System (NPDES) permits require many municipalities to develop and implement a program to identify and eliminate illicit discharges to the municipal separate storm sewer system. Traditionally, illicit discharge investigations have originated from citizen complaint calls and can often become a time and labor intensive process of elimination. Evolve your program into a more comprehensive and organized approach to illicit discharge detection and elimination (IDDE). Rather than reacting to complaints, utilize the variety of tools available to establish a proactive and preventive IDDE program. This session will explore illicit discharge strategies and techniques, codes and citizen involvement to illustrate how you can use these tools to your advantage.



After viewing this program, participants will be better able to:

* Identify both traditional and novel tools to detect the presence of illicit discharge and backtrack a suspected illicit discharge to its source

* Utilize GIS mapping for illicit discharge detection

* Understand the advantages of utilizing a database to more efficiently track illicit discharge

Andy is a Senior Industrial Waste Technician in the Pretreatment Office of the Monroe County Department of Environmental Services. In his twelve years with Monroe County he has worked on a variety of water quality and stormwater management programs. This work includes extensive experience in water quality sampling and analysis for both freshwater and wastewater. Recent efforts have focused on stormwater and pollution prevention program development and implementation with a focus on illicit discharge detection and elimination. Andy holds a B.A. in Business from Ithaca College as well as a B.S. in Water Resources from the State University of NY at Brockport.

Director of Water Resources - Senior Project Manager

Dan is the Director of Water Resources and a Senior Project Manager for Tetra Tech’s infrastructure unit in Lansing, Michigan. Dan has over 19 years of experience in water resource engineering with expertise on hydraulics, hydrology, field monitoring, stormwater management, stormwater permitting, and master plans. He has been active with the illicit discharge issues since 1991 and has assisted cities, villages, townships, counties and states with the planning, investigation, elimination and enforcement of their illicit discharge program. Dan has a BS and MS in Civil Engineering from Michigan State University.

Department Manager (Water Quality)
Wayne County Department of Public Services, Water Quality Management Division
Wayne, MI

Dean Tuomari is a Department Manager with the Wayne County Department of Public Services, Water Quality Management Division and serves as program manager for the County’s Illicit Discharge Elimination Program. He has a B.S. in Environmental Science from the University of Michigan-Dearborn, and a M.S. in Water Resources Sciences from the University of Michigan. In 31 years of service to Wayne County he has worked in the Solid Waste, Groundwater Protection, and Surface Water Quality Monitoring Programs. Mr. Tuomari initiated and implemented Wayne County’s Illicit Connection Program in 1987, one of the earliest in the nation. This program is credited with removing over 100 million gallons of polluted water from the County’s waterways. Dean also spearheaded the development of Wayne County’s Illicit Discharge/Connection Training Program in 1999 and has trained over 1,800 water quality professionals.

Lisa has been working in the environmental field for the past eight years, obtaining her B.A. in Environmental Studies from the University of Missouri and gaining experience in waste management at non-profit organizations and air pollution compliance from the Kansas Department of Health and Environment. Currently, she is primarily involved with stormwater quality through implementation of the city’s National Pollutant Discharge Elimination System permit and city sustainability activities for the City of Overland Park. Lisa’s passion for improving the health of people and the environment stems from the respect and appreciation of the natural world, her enthusiasm is apparent as an employee and in her personal life.
