Do you struggle with finding the best fuel management strategy?
With today’s economic restrictions it is even more important than before that agencies think outside the box for methods of conserving and managing fuel.
After viewing this program, participants will be better able to:
• Compare options for alternative fuel use within a fleet by considering types of fuels available and the impact on vehicles, equipment, and operators.
• Recognize how hybrids, electric, natural gas, and hydrogen are emerging as the new ways to power our vehicles in the future.
• Differentiate how best to use an alternative fuel in a centrally fueled fleet.
This program will look at available technologies, workable strategies and community experiences with fuel management.
Speakers will also explore the link between fuel management strategies and reducing carbon emissions -- tracking your fuel use from the tank to the exhaust pipe.
The program will discuss how individuals and organizations can reduce their carbon footprint and bring the group up to speed on alternatives fuels as well as alternative transportation. Hybrids, Electric, Natural gas, and Hydrogen are emerging as the new ways to power our vehicles in the future. The program will shed light on the latest fuel for fuel debate.
This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is included in the handouts for this program. Please note there is a $5 fee per individual requesting CEUs.

Stephen Russell
Superintendent - Fleet Services City of Keene, NH
Steve Russell is the Fleet Superintendent for the City of Keene, New Hampshire. If it rolls in the City of Keene, Steve is responsible for keeping it rolling. The city vehicles of police, fire, rescue, public works, water, wastewater, and the recycling center which are powered by diesel fuel have been using Biodiesel successfully for over seven years. Under Steve’s direction the fleet has been recognized nationally by ICLEI/Local Governments for Sustainability for its extensive use of Biodiesel. As well, in 2004 Keene’s Fleet Services Division was the recipient of The State of New Hampshire Governor’s Award for Pollution Prevention, recognizing it for its work in Biodiesel and other pollution prevention work.
For the last five years Steve has been sharing his knowledge about Biodiesel, pollution prevention, and alternative fuels with fleet managers, public works directors, national park staff, and transit fleet operators all around the United States. Most recently he spoke at the University of Massachusetts Department of the Interior Clean Energy Conference.
In July of 2007 he was a featured speaker at the national conference of ICLEI/ Local Governments for Sustainability in Fayetteville, Arkansas. Steve has been managing Fleets for over 18 years. Prior to managing Keene’s Municipal Fleet, Steve managed a Corporate Fleet with over 2,000 vehicles located at all ends of the United States.
Steve is on the Board of Directors for the New England Chapter of the National Association of Fleet Administrators and is the Chair of the Fuel and Technology Committee for the National NAFA Organization.

Samuel C. Swearngin
Fleet Manager City of Kansas City-Central Fleet Div
Sam Swearngin has been involved in Fleet Maintenance for more than 25 years. Sam received an Associates Degree in Automotive Technology from Longview College in 1987, and a Bachelor of Arts degree in Business Administration from Park University in 1999. He is a Certified Automotive Fleet Manager with the National Association for Fleet Administrators and former Chair of the Association's Mid-America Chapter, as well as the current Missouri Chair for the Kansas City Regional Clean Cities Coalition. Sam has been a Fleet Superintendent for the City of Kansas City, Missouri for 20 years where, in addition to his regular duties, he is responsible for the city's alternative fuel program that includes CNG, bio-diesel, plug-in electric, hybrid electric, and E10 ethanol powered vehicles and equipment. Sam is trained in CNG automotive applications and CNG fueling station operation and maintenance from the NGV Institute and from the National Alternative Fuels Training Consortium.
Sam received the 2007 Oxygen award, a national award presented by the Alternative Fuel Vehicle Institute to individuals for taking concrete steps to improve air quality through the use of alternative transportation fuels. In 2007 the City of Kansas City was ranked by SustainLane Media as the number three city in the country for the use of alternative fuels, which Sam has managed since 1996.
