With over 150,000 deficient bridges reported in North America, a good bridge maintenance program is essential. Find out about bridge maintenance innovations and initiatives to understand the obvious engineering issues related to bridge inspections.
After completing this program, participants will be better able to: ~ Identify the differences in minor bridge repair and major reconstruction. ~ Recognize the inherent safety issues for city or agency employees related to bridge inspection/maintenance. ~ Analyze issues arising from poor prioritization from contracted cost estimates. ~ Calculate the limitations of bridge maintenance and compare the impact of doing repairs correctly the first time to money spent for additional repair services.

Matt Carter is a civil and environmental engineer, licensed in Delaware, Maryland, Pennsylvania, New York, New Jersey, and Georgia. He received his Bachelor of Science in Civil Engineering at The George Washington University in Washington, DC. His 20+ year professional background includes transportation, stormwater, water/wastewater, solid waste, hazardous waste, and fleet management in the arenas of heavy construction, design consulting, litigation support, regulatory oversight, and public and private sector administration. In addition to his prior work in construction and private consulting, Matt was Director of Public Works and Capital Facilities Administrator for Cecil County, Maryland. currently the T2 Engineer and Municipal Circuit Rider for the Delaware Center for Transportation’s T2 Center at the University of Delaware.

Michael Kober
Structure Services Director CMTS, Inc. Portland, OR
Mr. Kober graduated from the University of Wisconsin with a B.S.C.E. degree, and is a licensed professional engineer in 7 states. He is presently the Structure Services Director at the Portland, Oregon office of CMTS, Inc., a national construction management firm. With a career spanning both the public and private sectors, he has worked in bridge design, construction, fabrication inspection, rehabilitation, and in-service safety inspections of steel, concrete and timber structures. During his 11 years as New Mexico DOT District Bridge Engineer in Albuquerque, Mr. Kober developed and administered unique price agreements for various types of bridge maintenance and rehabilitation activities, using open-ended contracts as part of the District’s bridge maintenance program. He has considerable experience in field-evaluation of existing structure performance, and has hands-on working knowledge of effective bridge maintenance and rehabilitation practices acquired through his 40-year career devoted almost exclusively to bridges and related structures.
