Mark Bowers
Solid Waste Program Manager City of Sunnyvale, CA
Mark Bowers is the Solid Waste Program Manager for the City of Sunnyvale, CA. After obtaining his B.S. in Natural Resource Planning from Humboldt State University, Mark worked for 12 years at various non-profit recycling programs. Mark was the co-founder of Eco-Cycle in Boulder, CO, and then moved on to Arcata, CA, and Bend, OR.
Mark took over the Solid Waste responsibilities in Sunnyvale in 1990. He helped to design, fund, implement, and manage the city's 1,500 tons-per-day SMaRT Station®. His other duties as Solid Waste Program Manager include: refuse collection and disposal, recycling, household hazardous waste events, and landfill closure and post-closure maintenance.

Ernie Ruiz
Landfill Supervisor City of Glendale, AZ
My solid waste professional background consists of 13 years in the solid waste field in one fashion or another for the City of Glendale. I started out in collections as an operator in 1995 and from there I was asked to manage the recycling operations from 1997 to 2000. As the City's Solid Waste Services Coordinator my responsibilities were broad and ranged in all aspects of the recycling from drop off sites maintenance and collections, budget and market forecasting to processing and sales. Our new MRF opened in July of 2000 where I retained the title as MRF Supervisor. I essentially was given the same duties with the exception of collections but I was then given the responsibility and opportunity of developing new resources for filling our new capacity needs. I’ve made presentations on Glendale's recycling program and MRF on numerous occasions and my most recent presentation was at WASTECON 2004 which was held in Phoenix, AZ. I now reside in the disposal side as the City's Landfill Supervisor where I am now looking to save landfill airspace, which in a way completed what some might call the circle of life, from collections, to recycling, to disposal.

Lynn France
Environmental Services Program Manager City of Chula Vista, CA
Lynn France is the Environmental Services Program Manager for the City of Chula Vista. She has broad experience in the recycling and solid waste industries and a Bachelor of Science Degree in Business Administration. Ms. France’s environmental career started in the early 1980s, working for paper mills that made recycled paper, managing mobile recycling centers, full service buyback recycling centers and managing material recovery facilities.
Upon the passage of AB 939, Ms. France transitioned to the waste side of the business working for hauling companies as a customer service manager, recycling manager, a material recovery facility manager, governmental affairs and local government contracts administrator.
Ms. France has been with the City of Chula Vista since 2003 managing the City’s AB 939 waste diversion and recycling programs, collection and service contracts, a regional HHW program and drop-off facility and a Regional Used Oil Program for the South Bay Region of San Diego County.

Richard L. Gertman
Principal Environmental Planning Consultants San Jose, CA
Richard Gertman, owner of Environmental Planning Consultants, has over 38 years of experience in the solid waste management field. His knowledge comes from his varied participation in programs involved with solid waste including recycling, composting, designing recovery facilities, processing and training.
Richard served for five years as Materials Recovery Specialist and Client Services Director for R. W. Beck and Associates before moving on to the City of San Jose to become their Recycling Programs Manager. He then moved on to serve for six years as Recycling Coordinator for Davis Waste Removal Company. Richard then worked as a staff member of the California Waste Management Board. He is also the Founder and Executive Director of the Resource Awareness Committee of Davis.
Richard currently serves on the Board of Directors of Californians Against Waste, and has served on the Boards of National Recycling Coalition, the California Resource Recovery Association, and the Northern California Recycling Association. He has served on the Santa Clara County Solid Waste Technical Advisory Committee since 1993, and served on the Yolo County Solid Waste Technical Advisory Committee from 1980-1985. He is widely published and has given numerous presentations on solid waste management and recycling issues, most recently co-authoring the Single Stream Recycling Best Practices Manual and Best Practices Guide; and a series of articles in Resource Recycling Magazine based on the Manual. With funding from the California Department of Conservation, Richard has developed a prototype low-impact processing line to separate glass from commingled recyclables. He is currently an instructor in the California Resource Recovery Association Professional Certification Program.

Robert Gedert
Chief, Recycling Division City of Fresno, CA
Bob operates a commercial trash and recycling service for the City of Fresno Department of Public Utilities, providing service to all multi-family and business customers within the City of Fresno. He has 30 years of field experience in recycling and solid waste operations, including MRF operations (Ohio) and development of curbside collection programs (Indiana). He has been involved in recycling and waste reduction programs since 1975.
Bob is responsible for directing all commercial recycling collection throughout the City of Fresno, including the recent expansion of a construction and demolition debris recycling collection program. Responsibilities also include over-sight of recycling public education programs and recycling grant funded activities.
Bob is currently directing the implementation of four major recycling ordinances, recently adopted by the City of Fresno.

Moderator: Cynthia Mitchell
Resource Development Advisor Midwest Assistance Program Columbia, MO
As Resource Development Advisor for the Midwest Assistance Program, Cynthia Mitchell works on various solid waste, water, wastewater, and management projects primarily for rural communities. MAP is dedicated to helping rural communities improve their environmental quality of life and be self-sustaining. Ms. Mitchell has been with MAP since January, 2007 after working for the city of Columbia(Missouri) Public Works Department Solid Waste Division for nearly thirteen years in various capacities, the last three and a half years as Landfill & Recovery Superintendent. She is a past president of the Missouri Recycling Association, past Missouri Waste Control Coalition board member, and is currently serving on the American Public Works Association National Solid Waste Technical Committee as well as being the 2008 Missouri Chapter APWA Vice President. Cynthia has her Masters degree in Business Administration.
