Ann Daniels, Director of Technical Services at APWA, is the Coordinator for the APWA Self Assessment and Accreditation program. Ann has twenty-five years of experience in city government administration, both as an elected Mayor for ten years and as a City Manager/Administrator for fifteen years. Ann is firmly convinced that Self Assessment, leading to Accreditation, is the most valuable tool public works departments can utilize in organizing and maintaining their agencies.

Lowell Patterson, has been the Director of Public Works for the City of Columbia since March of 1986. He manages a full service public works department consisting of 11 separate operating divisions with more than 315 full time employees and an annual operating budget in excess of $57,000.000The Columbia Public Works Department received national accreditation in February of 2001 and was re-accredited in the spring of 2004.

Lowell is an active member of the American Public Works Association. He is a past president and the current delegate for the Missouri Chapter and chaired and served on many committees. Lowell was recognized by the American Public Works Association as one of the Top Ten Public Works Leaders of the Year in 1999. He is a registered professional engineer in Missouri and Colorado.
