Luis M. Rodriguez, P.E.
Luis is the Pavement Management Engineer at the FHWA Resource Center in Atlanta, Georgia. He provides technical assistant to State Highway Agencies, Local Highway Agencies and FHWA Field Offices in the areas of pavement management, pavement preservation and pavement smoothness.
Before moving to the FHWA Resource Center in 1999, he worked as a Pavement Management Engineer at the FHWA Office of Pavement Technology in Washington, D.C. for seven years. He also worked in various FHWA field assignments in the States of Alabama and Georgia for 7 years.

Michael Robson
Since the early 80’s Michael has been involved in Pavement Management. His roles have been varied from field data collection to customized design of Pavement Management software as well as managed more than 100 software implementations. As a principal with Stantec Consulting Ltd., Michael has been instrumental in advancing the field of consulting in the pavement management industry. Michael has been a speaker at numerous national and international conferences on Pavement Management Systems or Data Collection techniques. Coupling his North American experience with practical solutions, Michael has been a member of project teams in China, and the Middle East.
Michael is knowledgeable in the consultant selection process required by municipalities to ensure that they have the best solution for their unique needs.

Donald Reid
Donald Reid is the current Paving Manager for the City of Nashville, Tennessee. Donald was responsible for the selection and implementation of a new Pavement Management System for the City of Nashville. He is currently developing a long range strategic paving and alley maintenance plan. Mr. Reid’s background is also in the area of pavement management. He was employed by the Tennessee Department of Transportation (TDOT) for 16 years, eight of those in Traffic Engineering and eight in Pavement Management. While he was at TDOT, he implemented a Pavement Management System, and managed TDOT’s Strategic Highway Research Program. Mr. Reid is a native of Nashville Tennessee and a graduate of Civil Engineering from Tennessee State University.
