Chairman of McClelland Consulting Engineers, Inc. Little Rock and Fayetteville, AR
Jim McClelland has more than 40 years of civil and environmental engineering experience. He has directed numerous site development projects for state, municipal, and private sector clients throughout the State of Arkansas. McClelland's expertise includes planning, funding assistance, project design, plans and specifications, survey, and services during construction.
McClelland Consulting Engineers, Inc. was founded in 1963 and currently employs a staff of professionals including graduate design engineers, registered surveyors, graduate construction engineers, construction observers, draftsmen, laboratory technicians, administrative, and clerical personnel with offices in Little Rock and Fayetteville. MCE built the William J. Clinton Presidential Library in Little Rock, Arkansas, the first federal building to receive a platinum rating, the highest in the LEED for Existing Buildings (LEEDEB) Green Building rating system.
McClelland was awarded the 2007 Public Works Professional of the Year from the Arkansas Chapter of APWA.

Neal J. Angrisano, AIA
Deputy Director of Facilities Johnson County, KS
Neal is the Deputy Director of Facilities Management for Johnson County, Kansas. He is a registered architect and has directed the planning, design and construction of over $300 million in new capital construction for two public entities. In addition to this, Neal spent 10 years in private practice with two nationally recognized architectural firms. He was the 2000 president of the Kansas Chapter of the American Institute of Architects and is currently President-elect of AIA Kansas City. Neal is a member of the Design Build Institute of America (DBIA) and the United States Green Building Council (USGBC).
Neal received both his Bachelor and Master of Architecture from the University of Kansas. He is also a faculty member of the University of Kansas School of Architecture and Urban Planning, teaching several courses in the Master of Architectural Management program, including Project Delivery, Architect-Client Relations and Alternative Careers for Architects. Recently, Neal was named 2008 Facility Executive of the Year by Today’s Facility Manager Magazine.

Debbie Shock
Director of Operations and Facilities Clinton Foundation Little Rock, AR
Debbie Shock is the Director of Operation and Facilities for the Clinton Foundation’s Little Rock, Arkansas operations including the William J. Clinton Presidential Library and 30 acre park, the University of Arkansas Clinton School of Public Service (housed on the Library grounds) and the Clinton Museum Store. Working for the Library’s construction contractor, Debbie managed the construction of the LEED NC Silver Certified Presidential Library project. She subsequently joined the Clinton Foundation to take over the Little Rock Operations and managed the LEED EB Platinum Certification of the William J. Clinton Presidential Library.
As a LEED® Accredited Professional (LEED for Existing Buildings Exam), Debbie areas of expertise include: LEED Green Building Rating System, Green Building Construction and Operations, Environmental/Sustainability Assessments; planning and implementation of sustainability strategies for buildings, including certification application develop under the U.S. Green Building Councils LEED programs and developing green procurement strategies for companies.
Having a passion to educate and assist organizations with implementation in the technical steps toward sustainability, Debbie has recently created a part-time consultant company, t.h.u.m.b.s. L.L.C. (to have unique manageable building sustainability) to meet the growing interest in prioritizing basic building evaluations and set ongoing goals.
