Maximize your success using innovative funding techniques like non-traditional sources of revenue, financing mechanisms designed to leverage resources, funds management techniques, and institutional arrangements as an alternative to traditional, grant-based funding.
*Examine the City of Loveland, Colorado’s experience with their “street fee” program, its benefits and challenges, and how the fee is calculated. *The City of Brownswood, Texas has a variety of revenue streams. Evaluate the feasibility of alternative funding sources such as antenna rental, agricultural and hunting leases, and sales taxes. *Other cities have had success in receiving grant funding to support projects. This program will describe the components of a fundable project and give you tips for how to complete an application that contains the six attributes that funding organizations look for in a grant proposal. Grants can play an important role in any capital fundraising campaign and our experts will describe strategies that public works agencies can take to find money for difficult-to-fund construction projects.

Keith Reester
Director of Public Works City of Loveland, CO
Keith Reester has been with the City of Loveland, Colorado, for over 5 years. His prior work was in private sector as a consultant to a national client base in the design and construction industries. He also has worked with waste management in Boston and throughout New England. Keith also served as the Public Works Deputy Director in Binghamton, NY.
In 2007, Keith spent five weeks in Australia representing the United States on behalf of the American Public Works Association and the Eisenhower Institute as a Randolph Jennings Fellow. In December, he was named a 2007 Industry Trendsetter by Public Works Magazine for his work on replacing the Baby Boomers in the technical workforce.

Donald Hatcher
Division Director for Public Works/City Engineer City of Brownwood, TX
Don Hatcher is the Division Director for Public Works and the City Engineer for the city of Brownwood, Texas. He has worked for the city as the Director of Public Works/City Engineer and the Floodplain Administrator. In addition to his city responsibilities, he holds a position on the Municipal Solid Waste Management and Recovery Advisory Council to TCEQ Commission.
Hatcher has a BS in Engineering Technology and a BS in Civil Engineering from Texas A&M University.

Omie Ismail

Omie Ismail leads eCivis in its mission to help local governments improve grants performance. As a founder of eCivis, Omie was instrumental in identifying the opportunity to build an organization completely focused on grants. Using his extensive background in creating useful databases and the Internet, he brought Grants Locator, eCivis' first product, to market in less than 100 days. Today, as the head of eCivis, Omie focuses on driving forward eCivis' Grants Network product suite to enable thousands of grantees to drastically reduce the time they spend researching grants and enabling them to manage their grants through the full grant lifecycle with ease. Prior to eCivis, Omie co-founded an online retail enablement company while at the Anderson School at UCLA. He also worked at Guidance Solutions where he did marketing and business development for eCommerce companies. Before business school, Omie was a project manager and consultant at Lexecon Inc. where he developed and analyzed custom databases for Fortune 500 companies to help them better understand pricing, transaction, and other critical information for Antitrust and Securities litigation.
Omie received his Bachelors in Physics from the University of Chicago and has his MBA from UCLA.

John Mills Pierre

John brings direct experience having served as Director of Grants & Compliance for the City of Los Angeles, Office of Homeland Security & Public Safety, and successfully managed 32 grant programs totaling $310M. Prior, he served as COO/Chief Strategist for a Carthagian Media Group and as Vice President of Equity Research & Capital Markets for media/technology investment bank, Ladenburg Thalmann & Co. He started his career as a Private Equity Analyst at J.P. Morgan.
John Holds a B.A. in Architecture from Yale University and a M.Sc. in Political Communication and City Economic Development from the London School of Economics. In addition, he earned his Business Management Certificate from the USC Marshall School of Business.
