Manager of Administrative Services
County of Santa Clara - Roads & Airports Department
San Jose, CA


Gene Hewitt is the Manager of Administrative Services in the Road Maintenance Division of the Roads and Airports Department of Santa Clara County. Mr. Hewitt has served in this capacity for about five years and prior to this he served as a Manager, Special Projects in the same department. Mr. Hewitt began working for the County of Santa Clara in 1986 in the County Executive’s Office; he was a Program Manager overseeing the design and construction of jail and courthouse construction projects totaling approximately $170 million. Prior to joining the County of Santa Clara, Mr. Hewitt worked for a number of New York City agencies (Health & Hospitals; Board of Education & the Transit Agency) after obtaining a Master’s Degree in Public Policy/ Policy Analysis from the New School for Social Research located in Manhattan.

Ms. Cox’s eight years experience encompasses both the public and private sector. She is currently a Sr. Consultant and has been with LA Consulting in Oakland the last five years. She has assisted numerous public agencies and municipalities in four states - California, Florida, Arizona and Nevada. In California, for example, Ms. Cox guided Alameda, Santa Clara, Contra Costa and Orange Counties in full utilization of systems software to manage their maintenance operations as well as Pinellas and Volusia Counties in Florida. She has also performed operational reviews for both cities and counties and helped agencies to apply technology to improve operations. Other private sector consulting experience includes working for a litigation consulting firm where she reviewed case files and performed data analysis. Ms. Cox also worked with Contra Costa County on their accreditation team. She has presented at both national and local American Public Association(4) and National Parks and Recreation Association conferences in 2004, 2005, 2006 and 2007. In 2007, Ms. Cox spoke with two other presenters at the National APWA congress on utilizing a maintenance management system. Further, Ms. Cox has co-authored two articles on maintenance management. One that was published in the MSA Maintainer and in September 2006 her article on “Selecting the right maintenance management system can improve your operations” was published in the APWA Reporter. Ms. Cox also assisted in the development of the APWA Greenbook technology chapter that was updated this year.

Ms. Cox received a Bachelors degree in economics from the University of San Francisco. She is currently attaining her masters degree in Business Adminstration from the University of California, Davis. She also, has operational certifications one in the playground safety inspector and another in wastewater collection. Ms. Cox is an active member of APWA, the California Parks and Recreation Society, Maintenance Superintendents Association, and the National Recreation and Parks Association.
Speaker: Jeff Thurman, CPM

Jeff Thurman is a Program Manager for Seminole County, Florida, Public Works Department Roads-Stormwater Division. He is responsible for a staff of 64 involved in field operations that includes street and storm water maintenance. In his twenty-two years of service, Jeff has overseen several programs in the field of Public Works, including pavement management, bridge maintenance, asset management, and maintenance management systems.

Throughout his career, Jeff has had the opportunity to speak on the local, state, and national levels. He recently spoke at the 2007 APWA Florida Chapter Annual Meeting & Trade Show, with a presentation titled “Enhancing Performance Management with Asset Management.”

Jeff holds a degree in Business Management, and earned his Certified Public Managers credential in 2004. He currently serves as vice-president of the Central Florida Chapter of the Florida Society of Certified Public Managers.
