Michael Kashiwagi, P.E.
Michael Kashiwagi is the Director of Municipal Services for Interwest Consulting Group in Elk Grove, CA. Mr. Kashiwagi is a Registered Civil Engineer with over 29 years of municipal engineering experience in both the public and private sectors. His public sector experience includes 15 years with the City of Sacramento, including 8 years as Director of Public Works. During his tenure, Sacramento’s Public Works Department received numerous regional, state, and national awards recognizing projects, programs, and innovative organizational initiatives.
Currently he is a public works consultant providing staff augmentation and program management services to municipal clients throughout California. He assists agencies in the development and implementation of strategic business goals and initiatives. He often serves as a technical liaison to executive management, elected officials, and community stakeholders on matters relating to public works programs, policies, and projects.
Mr. Kashiwagi has served as President of the Public Works Officers Department for the California League of Cities, President and Board Member of the California Rebuild America Coalition, and Board Member of the American Leadership Forum, Mountain Valley Chapter. He participated in the development of the American Public Works Association (APWA) Accreditation Program and currently conducts evaluations of Public Works organizations seeking accreditation. Mr. Kashiwagi was awarded the Top Ten Public Works Leader of 2001 by APWA and in 2004 received the James L. Martin Award from the League of California Cities for excellence and commitment to the League and Public Works profession. Mr. Kashiwagi holds a Bachelor of Science in Civil Engineering from the University of California, Berkeley.

Jim Proce
Jim Proce is the Public Works Director for the City of Palm Bay, Florida. Palm Bay is one of the fastest growing in areas and population in the Central Florida region located on the east coast of Florida.
Jim has over 25 years experience in Public Works, he has worked as a drafter/designer, construction inspector, construction field supervisor, street superintendent, division manager, and a director. He holds a BS from Rollins College and MBA from the University of Central Florida. He is a recent graduate of the Senior Executives in State and Local Government Training at the John F. Kennedy School of Goverment at Harvard University.
He has recently implemented a strategic plan in his Public Works Department and the community has had outstanding results as a result of the efforts of his staff.
He is curently the vice chair of the APWA Central Florida branch and is involved with APWA on a local, state, and national levels. He will be presenting at Annual Congress this year in San Antonio.
