Speaker: Kurt A. Corey, P.E.

Director of Public Works, City of Eugene, Oregon

Kurt Corey serves as the Director of Public Works for the City of Eugene, Oregon overseeing six operating divisions and more than 400 employees. The department is responsible for planning, constructing, maintaining, and operating the City’s streets, bridges, sidewalks, bike paths, traffic control devices, street lights, drainage, water quality and related natural resources systems, wastewater collection and treatment facilities, airport facilities, urban forests, and park facilities.

He previously worked for fifteen years for the City of Billings, Montana as City Engineer and Public Works Director and has more than 25 years of total public works experience.

Kurt has been an advocate for qualifications-based selection of professional consultants throughout his career and has made numerous presentations on the topic including testimony before the Oregon State Legislature. He has also worked in cooperation with the American Council of Engineering Companies (ACEC) as part of their efforts to advocate for Value-based project delivery systems.

Kurt is an active member of the American Public Works Association (APWA), having served as member and chair of the APWA/ACEC Steering Committee and the Engineering and Technology Committee. In that role, he served on the subcommittee charged with updating the APWA Red Book on Qualifications-Based Selection – Guidelines for Public Agencies. In addition, he is trained and has served as an APWA Accreditation auditor.

He holds degrees from Carroll College in Helena, Montana and from Oregon State University and is licensed to practice engineering and land surveying in Montana and Oregon.

Roger Jordan joined ACEC in 1997 and was promoted to the Director of State Legislative Programs in 2000. Roger serves as the states’ primary resource on state legislative initiatives affecting the engineering industry. He has helped numerous states defend and promote Qualifications-Based Selection and address the intricacies of alternative delivery systems. Since taking on the State Legislative duties, Roger has been promoted to the Director of ACEC’s International Programs and the Executive Director of the Small Firm Council. Roger previously worked in the office of Senator Patrick Moynihan (D-New York). He received a bachelor’s degree from the University of Delaware and lives with his wife, Amy, in Springfield, Virginia.
