    Dave Zelenok has held a number of executive positions with the City of Colorado Springs, where he served as Director of Public Works and Director of Transportation from 1990 to 2003. In those capacities, he oversaw the Colorado Springs Airport, City Engineering, Traffic Engineering, Street Maintenance, Mass Transit, and the Pikes Peak Highway. He holds a Bachelor's Degree in Civil Engineering from the US Air Force Academy and a Masters Degree in Engineering from the University of Texas at Austin, and is registered as a Professional Engineer in the State of Colorado and the Commonwealth of Pennsylvania.



    Concurrent with his responsibilities in local government, he has served as a member of the US Air Force Reserves in a variety of command, staff and engineering positions. In April 2003, he was called to Active Duty at Schriever AFB, Colorado where he has served as Vice Wing Commander and Director of Staff. In those positions, he has overseen the operation of most of the nation's military satellites, including the Global Positioning System (GPS) constellation, providing precision navigation to users worldwide, as well as various communications, weather and defense satellite systems and their supporting network of ground stations and terrestrial facilities.

    Brian Bochner, P.E., P.T.O.E., Senior Research Engineer, Texas Transportation Institute, has over 30 years of transportation planning and traffic engineering experience, including roadway, traffic engineering, and transit design for urban roadways in commercial developments and new communities. He has developed street design guidelines for major developments, new communities. He has also developed plans for pedestrian facilities and pedestrian system upgrades.

    Mr. Bochner participated as a member of ITE task forces that produced the Institute’s proposed recommended practices on local street design guidelines and smart growth transportation planning. He chairs ITE’s Smart Growth Task Force.

    Senior Project Manager-Planning & Urban Design Group, URS Corporation



    Mr. Cooper has more than 22 years of experience on large-scale planning and infrastructure projects in the United States and internationally. He joined URS in 1999, after 15 years with another large planning and engineering consulting firm. Mr. Cooper’s recent work has focused on the planning and implementation of complex development projects for public and private clients. This includes mixed-use and redevelopment projects ranging in size from several acres to several thousand acres, (such as the 4,500 acre Stapleton redevelopment project in Denver), land use and transportation studies and redevelopment of former military facilities in the United States and in Panama. He is currently the program manager for land use services for the City of Centennial, a new community of 100,000 for which URS is providing turn-key current and long-range development services.


    Mr. Cooper holds architecture and environmental design degrees from UC Berkeley and MIT.
