Robert J. Fox
Administrative Services Director, Office of Fleet Management, Philadelphia, PA
Robert Fox spent his first fifteen years with the City of Philadelphia in the City Manager’s Office in an oversight position for the City’s fleet. In 1993, the Office of Fleet Management (OFM) was formed consolidating eight separate departments and Robert became the Administrative Services Director of OFM. He is accountable for an annual budget of $75 million distributed over employee salaries, parts spending, vendor services, new vehicle acquisitions and capital projects. Some of OFM’s accomplishments under his leadership include: increasing the availability of City vehicles from 60% to 92% within 4 years; completing the implementation of a primary management information system, the Fleet Accounting Computer Tracking Systems (FACTS); initiating the installation of a $2.4 million automated fuel management system known as Fuel Utilization and Management of Environmental Systems (FUMES).
In 2005 Robert developed a unique alternative transportation program wherein the City has partnered with a Philadelphia-based automated vehicle-sharing provider—Philly Car Share (PCS)—for vehicle sharing resulting in a huge success and garnering international attention.
Fox holds a bachelor of Science from the University of Denver and a Masters in Public Management from Temple University.

Director of Fleet Services, Lynchburg, VA
Since March 1999, John has served as the first Fleet Services Director for the City of Lynchburg, VA. Since that time his department constructed a new maintenance facility, added a new fuel site, acquired a new fleet MIS, and established a vehicle replacement fund.
Previously, John served as Administrator of Indianapolis Fleet Services for over 16 years. In 1995 it became the first large municipality to successfully compete against its private sector counterparts resulting in a three-year contract.
John has been an active member of NAFA and APWA. He served on the Ford Motor Company National Fleet Advisory Panel and is currently serving on the Commonwealth of Virginia Managed Competition Board.
He has authored numerous articles and given presentations at national conferences. John was honored as Government Fleet Magazine 2006 Public Sector Fleet Manager of the Year.

Manager Central Fleet, City of Hamilton, ON, Canada
Chris Hill is Manager, Central Fleet for the City of Hamilton Public Works Department. This section services 1,230 vehicles and equipment units with a staff of 58 employees and operating 8 garages and 23 fuel sites. Central Fleet created the city's award-winning Green Fleet Implementation Plan which will reduce fuel use, exhaust and greenhouse gas emissions. Chris Hill has 30 years' experience in fleet management. He received an MBA from the University of Toronto in 1992.
