NIMS is a comprehensive, standardized incident management system that coordinates training, preparedness, and response efforts—across all levels of jurisdiction. It is important that your agency comply with NIMS and know how to interact with FEMA and other federal response resources.
We are well aware that disasters can occur at any time—from terrorist attacks to hurricanes. The National Response Plan (NRP) describes how federal assets can be provided in response to a disaster and what you can expect in terms of federal resources.

Al Fluman
Albert H. Fluman is the Chief of the National Incident Management System (NIMS) Integration Center Training and Exercise Branch as of August 8, 2005. Prior to this new assignment he served as the Chief of the Integrated Emergency Management (IEM) Branch of the Emergency Management Institute (EMI) and the Acting Chief of the National Incident Management System (NIMS) Integration Center Training and Exercise Branch.
Since 1982, Mr. Fluman has written and conducted more than 600 multijurisdictional, multidisciplinary, realistic disaster exercises for FEMA, private industry and airports. He has developed a written Model Community Concept that involves every facet of local government operations required to manage emergencies successfully, and he has developed emergency management plans, resources, and maps for a theoretical State, county, and city.
This year, Mr. Fluman participated in the initial development of training and exercises for the new position of Principal Federal Official as designated in the new National Response Plan.
