Description: They are invisible, but they are there. They frustrate utilities and telecoms, and make your job managing the right-of-way extremely challenging to say the least. What are they? Political and jurisdictional boundaries and whenever you cross one, the ROW rules and laws change. See how public works departments of a metropolitan area with multiple cities, counties, and even a state line running through the middle are coming together to take uniform stand to diggers in the right-of-way.

Speaker: Wm. Roger Buell, P.E.

Roger Buell is the City of Charlotte's Right-of-way Manager which oversees the operations of private development, telecommunications companies, special events, in the public right-of-way. He is a registered professional engineer in Michigan and North Carolina and has served small, medium and large cities in the public works field. He is a member of the APWA UPROW technical committee and a regular presenter at the national conventions. He, his wife Cathy and two children reside in Charlotte, North Carolina.
