Wm. Roger Buell, P.E.
Roger Buell is the City of Charlotte's Right-of-way Manager which oversees the operations of private development, telecommunications companies, special events, in the public right-of-way. He is a registered professional engineer in Michigan and North Carolina and has served small, medium and large cities in the public works field. He is a member of the APWA UPROW technical committee and a regular presenter at the national conventions. He, his wife Cathy and two children reside in Charlotte, North Carolina.

Leonard B. Boschetti, SR/WA, CPL
Len has over 32 years experience with the development, execution and management of land and right of way acquisition programs. He has an extensive background in all phases of Right of Way management. Len has acted in a number of capacities, including District Landman with Weaver Oil & Gas Corporation and Hunt Energy, Land Manager with Houston Oil and Minerals Corporation and Subsurface Resources, Inc., Vice President with Chappelle Resources Corporation and as an Independent Landman and Right-of-Way Consultant. Currently serving as a Vice President for Universal Field Services, Inc., Len is responsible for project development and corporate oversight on a nationwide basis.

Leonard A. Krumm, P.E.
Leonard Krumm, a Professional Engineer, is a 1970 Graduate of Michigan Technological University with a Bachelor of Science Degree in Civil Engineering.
He retired from the City of Minneapolis Public Works Department after 31 years where he served as the Director of Field Services. He is currently employed by CNA Consulting Engineers. The firm offers professional engineering services to the construction industry, municipalities, and communication and energy companies in the area of geotechnical, geostructural, civil, structural and construction engineering. Most of the projects are located in the ground.
Leonard is an active member of the American Public Works Association, the former Chair of the Utility and Public Right-of-Way Committee, and is a recognized expert in the field of right-of-way management, as well as a frequent lecturer and expert witness in right-of-way management issues. He is a founding board member of the Common Ground Alliance.
