    Bill Spearman is a partner in Woolpert LLP. He serves as the Group manager for the firm’s water resources operations in the southeastern United States.

    Bill has over 27 years of experience in the various components of storm water management. He was the principal author of the act establishing a state-wide storm water management program in South Carolina. He has extensive experience in both Phase I and Phase II municipal NPDES compliance and was one of APWA’s presenters of its EPA-funded Phase II program. He has also assisted numerous cities and counties in establishing storm water utilities.

    Mr. Spearman has also served as an Adjunct Professor in the Civil Engineering Department at the University of South Carolina with teaching responsibilities in environmental and water resources engineering.
    Bill is a registered engineer in AL, GA, FL, NC, OH, and SC and is a registered hydrologist. He is active in APWA and currently serves as the SC Chapter president.
    Speaker: John Kosco, P.E.

    John Kosco is a Water Resources Engineer with Tetra Tech’s office in Fairfax, Virginia. Tetra Tech, a consulting firm with over 120 offices worldwide, is a nationally recognized leader in watershed management, designing effective strategies to reduce water pollution. John focuses on solving NPDES stormwater permitting problems for EPA, State and local clients. He is currently evaluating a series of stormwater Phase I permit programs in California and other states in the southwest. John has also conducted storm water compliance inspections at industrial facilities and construction sites, and has written several storm water permits and storm water management plans. He is also an experienced trainer having trained EPA, State and local storm water personnel on the storm water regulations, permitting, inspections and compliance procedures.



    John has engineering degrees from Penn State University and George Washington University, is a registered Professional Engineer in the States of Pennsylvania, North Carolina and Washington, and is a certified professional in erosion and sediment control (CPESC). Prior to joining Tetra Tech, John worked for EPA Headquarters for nine years, including over thee years as a member of the team that developed the stormwater Phase II regulation.
    Speaker: Douglas J. Norsby

    Doug Norsby is the Erosion & Sediment Control Inspector for the city of Lenexa, Kansas. He has served the citizens of Lenexa in this position since April 2000 following the initiation of Lenexa’s new storm water management program “Rain to Recreation”.




    Mr. Norsby is both a Certified Professional in Erosion and Sediment Control (CPESC) and a Certified Professional in Storm Water Quality (CPSWQ). In addition to erosion and sediment compliance inspection, Mr. Norsby reviews erosion control plans, conducts water quality monitoring of city water resources, and serves as a city contact for citizens’ concerns over water quality issues. He has served on the Kansas City Metro Chapter of American Public Works Association’s (APWA) task force for drafting 5100 erosion and sediment control design standards and specifications and has been a member of the International Erosion Control Association (IECA) since 2000. Mr. Norsby was elected to the board of the Great Rivers Chapter of IECA in 2003 where he currently serves as secretary. He has a BS degree in Earth Science/Physical Geography from Montana State University – Bozeman, a MA degree in Geography/Water Resource Management from the University of Wyoming, and is working toward completion of a Master of Public Administration Degree from the University of Kansas.
