Modifying Operations and Facilities to Accommodate AFVs in Public Works Fleets.
This session will address implementing alt fuel vehicles (AFVs) in public works fleets including evaluation of AFV availability and applicability, fuel station development and O&M options, maintenance facility modification requirements, and potential adjustments to operational practices.

- Biodiesel, ethanol, CNG, LNG and propane fuel properties; procurement, storage and handling
- EV charging station design, operation and economics
- Vehicle maintenance facility code compliance and potential modifications to accommodate gaseous fuels (CNG, LNG, propane)
After viewing this program, participants will be better able to:
1. Compare the performance and economics of traditional gasoline and diesel vehicles to those using alternative fuels.
2. Analyze the modifications needed to shop if alternative fuels will be used
3. Identify changes needed to fueling operations for alternative fuels.

Stephen C. (Stephe) Yborra
As Director of Market Development for NGVAmerica, the natural gas vehicle (NGV) industry’s national trade association, and as Director of Market Analysis, Education & Communications of the Clean Vehicle Education Foundation, Yborra assesses NGV market opportunities and barriers and then develops programs to address them. This includes preparing market and technology analyses; advising government and industry RDD&D program task forces; presenting educational seminars and webinars; publishing articles and guest columns in niche fleet sector magazines; and managing NGV industry participation in national fleet-oriented trade events. He also organizes the annual National NGV Conference-Summit and other forums where natural gas engine, vehicle and fuel station equipment providers and their customers share ideas and strategies to build a more sustainable and robust NGV market. In this pivotal role as a recognized leading NGV market expert, Yborra is a frequent speaker at national conferences, symposia and other educational events, and he is sought out by national fleet executives, fuel retailers and natural gas industry stakeholders concerning NGV program development and implementation best practices.
Prior to working on NGV issues, Yborra was president of Energystics, Inc., an energy technologies consulting practice he founded in 1996 to help government and private industry commercialize new and emerging natural gas-fired cooling, distributed generation and industrial technologies. Clients included the US Department of Energy, a variety of HVAC and industrial process equipment manufacturers and leading national accounts in the restaurant, retail and commercial building management sectors. From 1986-1996, he held various communications and marketing positions at the Washington, DC-based American Gas Association.
Yborra attended Rutgers, Drexel and Temple Universities, earning Bachelor's degrees in Communications and Marketing.
He and his wife of 28 years, Lee, live in rural Mt. Airy, MD, near their two children and four grandchildren.

Joe Castro, PE, CPFP
Facilities and Fleet Manager City of Boulder
Joe is the Facilities and Fleet Manager for the City of Boulder. He is responsible for maintenance, repair and new construction of 135 of the city's 330 facilities as well as providing services for all of the city's 430 vehicles and 500 pieces of equipment.
He served 22 years in the U.S. Air Force as a civil/environmental engineer and was the Director of Public Works in Sitka, Alaska, before coming to Boulder in 2008. Joe graduated from the U.S. Air Force Academy with a B.S. in Civil Engineering and got his Master Degree from the University of Arizona in Civil/Environmental Engineering. He became an APWA Certified Public Fleet Professional in March 2011.

Fleet Administrator City of Kansas City, Missouri General Services, Central Fleet Division
Sam Swearngin has been involved in Fleet Maintenance for more than 25 years. Sam received an Associate’s Degree in Automotive Technology from Longview College in 1987, and a Bachelor of Arts degree in Business Administration from Park University in 1999. He is a Certified Automotive Fleet Manager with the National Association for Fleet Administrators and former Chair of the Association's Mid-America Chapter, as well as the current Missouri Chair for the Kansas City Regional Clean Cities Coalition. Sam has been a Fleet Superintendent for the City of Kansas City, Missouri for 20 years where, in addition to his regular duties, he is responsible for the city's alternative fuel program that includes CNG, bio-diesel, plug-in electric, hybrid electric, and E10 ethanol powered vehicles and equipment. Sam is trained in CNG automotive applications and CNG fueling station operation and maintenance from the NGV Institute and from the National Alternative Fuels Training Consortium.
Sam received the 2007 Oxygen award, a national award presented by the Alternative Fuel Vehicle Institute to individuals for taking concrete steps to improve air quality through the use of alternative transportation fuels. In 2007 the City of Kansas City was ranked by SustainLane Media as the number three city in the country for the use of alternative fuels, which Sam has managed since 1996.
