Using Performance Measures to Boost Productivity
Cities that have performance measurement systems have found it easier to prioritize and specify expected results, clarify intangibles, investigate failure, and are able to distinguish between aspirational and achievable results. This session will feature Public Works professionals with performance measurement systems who will discuss:
- what to look for in performance measurement systems,
- how to implement them,
- how they can assist with managerial decisions
- how to communicate these measures
- and how to use these systems to improve day-to-day performance.
Additional information will be provided on how to use performance measures to identify opportunities for improvement and to compare performance against both internal and external standards.
After viewing this program, participants will be better able to:
- Identify how performance measures can help with staffing and equipment purchasing decisions
- Explain how to manage by the numbers
- Consider ways to obtain upper level support and staff buy-in

Aaron D. Lawhead
Public Works Operations Manager City of Phoenix - Public Works/Solid Waste Field Services
Born and raised in the Pacific Northwest, Aaron Lawhead became the third generation general manager of his family’s solid waste companies at the age of 26. While serving as the President of Empire Disposal, Empire Disposal Hauling, Colfax Recycling, and E.D.I., Limited Liability Company, he had the opportunity to gain immeasurable administrative and operational solid waste experience.
Following the sale of the businesses to a privately-held firm in 2004, Aaron relocated to Arizona. After spending five years as a small business lender and implementation consultant with Wells Fargo Bank, he followed his heart and returned to the solid waste industry in 2010. In his tenure with the City of Phoenix, Aaron contributed to the successful implementation of the same day collection project, provides oversight to the curbside Green Organics program, serves as a development advisor for alternative fuel infrastructure and fleet conversion, and administers performance standards.
Aaron holds a Bachelor of Science in Justice Studies from Arizona State University and maintains active membership in the American Public Works Association (APWA) and the Solid Waste Association of North America (SWANA).

Trent Tompkins
Dir. Collection Services City of Edmonton, CANADA Waste Mgmt Svcs Kennedale Collections
Currently the Director of Collections Services for the City of Edmonton where he oversees the single family, multifamily and litter collection, recycle depots and an Eco Station program. Previous positions included working for 10 years with a rural municipality with a full range of services including collection, landfill and transfer station operations.
Trent holds a Bachelor of Science in Environmental and Conservation Sciences from the University of Alberta and is a member of the Alberta Recycling Management Authority (ARMA) and the Canadian Public Works Association (CPWA)

Moderator: Wendy Hershberger
Wendy Hershberger currently serves as Management Analyst for the City of Lee’s Summit, Missouri Public Works Department. In this role, she manages the department’s efforts in maintaining APWA accreditation status, prepares and oversees the budget for all four Public Works divisions and manages special projects and strategic planning for the department.
Wendy has a Bachelor of Arts from Drury University, Springfield, MO and a Masters in Public Administration from the University of Missouri-Kansas City. Wendy is on the board of the Greater Kansas City chapter of the American Society for Public Administration (GKC ASPA) as Vice-President of Communications. She is a returned Peace Corps volunteer, having served two years as a Community Educator in the Kingdom of Tonga, South Pacific from 2004-2006.
