Speaker: William E. Spearman, III, PE

Bill Spearman has over 30 years of experience in stormwater management, erosion prevention and sediment control. His project experience includes research and evaluation of erosion prevention and sediment control materials on federal and state projects; development of storm water management and sediment control programs and ordinances for local governments; development of South Carolina’s state-wide storm water management and sediment control program; creation of stormwater utilities; development of storm water master plans and modeling for state and local governments; and development and presentation of storm water management and sediment control training programs for APWA, IECA, and other groups. He currently is responsible for directing Woolpert’s large water resources projects and managing the firm’s stormwater practice area.

He is a former member and chairman of APWA’s Water Resources Management Technical Committee and was one of the proponents for the development of the Stormwater Management certification program. He also helped establish the Public Works Stormwater Summit which is a part of APWA’s International Congress.

Bill has also served as an Adjunct Professor in the Civil Engineering Department at the University of South Carolina with teaching responsibilities in environmental and water resources engineering. He is a registered Professional Engineer in South Carolina, Georgia, North Carolina, Virginia, Alabama, Kentucky and Ohio. He is also a Professional Hydrologist (PH) and a Certified Professional in Erosion and Sediment Control (CPESC).

He is graduate of Clemson University with a BS degree in Civil Engineering and the University of South Carolina with an MS degree in Civil Engineering.
