How does Public Works fit into the emergency equation?
Integrating the public works team into emergency response operations is an ongoing task. Interagency coordination, communication and collaboration are vital to achieve the most effective, efficient response possible.
As the steward of critical public infrastructure, public works has a significant place on the emergency management team to lessen the potentially devastating and long-lasting impact disruptions or destruction of public services can inflict on a community.
After viewing this program, participants will be better able to: 1. develop a plan for integrating public works professionals in the planning for emergency response and major planned events 2. explain the role public works plays in local multi-agency teams 3. correlate the role public works plays in state-wide multi-jurisdictional teams |

Philip R. Mann, PE
Traffic Operations Manager City of Gainesville, FL
Phil Mann is the Traffic Operations Manager with the City of Gainesville – Public Works Department. The Traffic Operations Division consists of the following sections: Traffic Signals, Traffic Signs & Markings; Parking Operations; Parking Enforcement and Traffic Management Section.
He is the Public Works Department’s emergency management coordinator, NIMS coordinator and serves as the Department’s Incident Commander. He co-authored a paper entitled “Public Works and Terrorism Response – Black Sunday” that was published by the APWA. This paper details the role of public works as it relates to terrorism at planned special events at high seating capacity venues. He also represents APWA on the DHS SAFECOM Emergency Communications Committee.
Phil served as President of the Institute of Transportation Engineer’s (ITE) – District 10 in 2005 and was ITE’s “Transportation Professional of the Year” in 2006

Dwight Henninger
Chief of Police Vail, CO Dwight has been the Chief of Police in Vail, Colorado since early 2002 when he took over responsibility for the 64 person organization that polices Vail and provides communications services for Eagle County.
Prior to coming to Vail he was the Director of the Colorado Regional Community Policing Institute and the Colorado Police Corps in Golden.
Dwight started his law enforcement career in Irvine, California where he worked as a patrol and traffic officer. He worked in planning and research, became a sergeant in patrol and investigation, spent 10 years on the Special Operations Unit (SWAT Team) and supervised the Crisis Negotiations Team. He was then selected to be a command officer in the Laguna Beach Police Department.
Dwight has received the Medal of Courage, and the Colorado Association of Chiefs of Police Pioneer in Policing and Ralph Smith Innovation awards.
Dwight is a team coordinator and incident commander on the Northwest Colorado Type 3 Incident Management Team and is the Chair of the Colorado Mobilization Working Group. 2007-2008 President of the Colorado Association of Chiefs of Police and a member of the International Association of Chiefs of Police Executive Committee, Homeland Security Committee and Environmental Crimes Committee.
He is currently appointed to the FEMA Local, State, Tribal, and Federal Preparedness Taskforce by DHS Secretary Janet Napolitano

Ed Sullivan
Emergency Manager, East Bay Municipal Utility District (EBMUD) Oakland, CA
Mr. Sullivan is a member of the Security and Emergency Preparedness Section of the East Bay Municipal Utility District. His key responsibilities include operating the District’s Emergency Operation Center, conducting exercises and training the Emergency Operation Team, and producing the Emergency Operation Plan. Mr. Sullivan is emergency certified by both the National Integration Center and California’s Specialized Training Institute.
Prior to joining East Bay Municipal Utility District Mr. Sullivan spent a career in the U.S. Army, serving as an Infantry officer in a variety of command and staff assignments. Mr. Sullivan graduated from the University of California at Santa Barbara, has a master’s degree from the National War College in Washington DC, and was an adjunct professor at the Naval War College. Mr. Sullivan is married with two sons and lives in Danville California.

Jocelyn Combs
Special Assistant, Dept. of Facilities and Environment Oakland, CA
Ms Combs was recently appointed the Emergency Preparedness Coordinator for Oakland’s Public Works Agency in addition to her duties as a Program Analyst and Special Assistant to the Assistant Director of the Agency.
Before coming to Oakland twelve years ago, she worked for a California State Assemblymember and as a Board Member of the East Bay Regional Park District. Prior to government work, she was a project manager in the construction industry. Ms Combs has a degree in Philosophy from the University of Santa Clara, and lives in Pleasanton, California.

Director of Operations Johnson County, KS Public Works
Chris Butler is the Director of Operations for Johnson County Public Works and Infrastructure. He has over 20 years of experience in Public Works and Engineering. His education includes a Bachelor of Public Administration from Park University and an Associate of Applied Science Degree in Surveying and Computer Design. Mr. Butler currently serves on the Kansas City Regional Homeland Security Coordinating Committee, on the KC Metro Homeland Security Council and is the Chair of the Kansas City Metro APWA Emergency Management & Homeland Security Committee.
