SAFETEA-LU, the federal law funding state and local surface transportation programs, expires in less than one year on September 30, 2009. Falling revenues, aging and deteriorating roads, bridges and public transportation systems, growing congestion and the need for greater sustainability are just a few of the many challenges confronting our transportation system. Every community has a stake in the future of our transportation system, and Public Works professionals have an opportunity now to seek long-term policy solutions to ensure an adequately funded, sustainable transportation system. Don’t miss this update on the status of surface transportation authorization and recommended reforms shaping the debate. The session will include a presentation of APWA's new surface transportation authorization toolkit and hands-on resources for attendees to take back to their communities and APWA chapters.

LEARNING OBJECTIVES:

By attending this session, participants will be better able to:

* Identify the challenges facing the nation’s transportation system.
* Participate in the discussion that will rethink the status quo and lead to bold new steps to address transportation challenges.
* Take advantage of APWA’s new surface transportation authorization toolkit.
* Understand how investment in transportation can stimulate a local or regional economy.

Speaker: Tom Skancke

Commissioner, National Surface Transportation Policy and Revenue Study Commission

Tom Skancke is the president and CEO of The Skancke Company a government and public affairs strategy company located in Las Vegas, Nevada.

For nearly two decades Tom has been the lead strategist and advisor for funding and the completion of many transportation infrastructure related issues throughout the west and nationally.

In 2005, Tom was appointed to the National Surface Transportation Policy and Revenue Study commission, a twelve member commission created in Section 1909 in SAFTETEA-LU. This commission was responsible for studying the current surface transportation system in the United States and was ultimately responsible for making recommendations to Congress in 2007 as it relates to funding and policy considerations for the transportation infrastructure system for the next 50 years.

Tom has been involved with the past three major transportation reauthorization bills ISTEA, TEA-21 and SAFETEA-LU and will be very involved with the new authorization in 2009.

Chair, APWA SAFETEA-LU Reauthorization Task Force

Mr. German has over 40 years of experience in public works management, traffic engineering and transportation planning, project management, environmental engineering, and stormwater engineering. Since his retirement from the City of San Antonio as the Director of Public Works in 2001, he has served as Vice President in the San Antonio Office of PBS&J

At PBS&J, he uses his thorough knowledge of infrastructure planning and development to assist state and local governments in the planning, design, and implementation of streets and drainage systems, public transportation facilities, traffic improvements, and environmental assessments and restoration projects.

Mr. German is skilled at planning and implementing major public projects and programs. His record in Austin and San Antonio demonstrate these planning and design skills, but his most recent work experience with PBS&J has even further broadened his ability to manage projects working with many different interest groups.
Speaker: Jim Fahey

Director of Government Affairs and Public Affairs
American Public Works Association

Jim Fahey is APWA's director of government and public affairs. Working out of the APWA Washington Office, Jim is responsible for the development and implementation of APWA’s legislative, regulatory and public affairs programs and advocacy efforts. Jim staffs APWA’s Government Affairs Committee and APWA’s SAFETEA-LU Reauthorization Task Force, and serves as senior staff policy advocate before the federal government, associations, industry and media.

Jim has more than 16 years’ experience working on public works infrastructure issues for nonprofit associations in the nation’s capital. He worked extensively on efforts leading to passage of the multi-year federal surface transportation law, SAFETEA-LU, and its predecessor TEA-21. He also has extensive experience working on water infrastructure investment policy and public rights-of-way issues.

Prior to joining APWA in 1998, Jim was program director for a national Washington, DC-based transportation research and advocacy organization, where he was responsible for developing and implementing state and national programs.

APWA Director-at-Large, Transportation

Sue Hann is currently the Director-at-Large for Transportation for the American Public Works Association, joining the Board in August 2008. She is also the Deputy City Manager (and former Public Works Director) for the City of Palm Bay, Florida where she has worked for 11 years.

Prior to Palm Bay, she was the Director for the Brevard MPO and concurrently managed Brevard County’s transportation program. She is a registered engineer in the State of Florida as well as a certified planner.
