Coleen Clementson, Principal
San Diego Association of Governments
Coleen Clementson is Principal Regional Planner with the San Diego Association of Governments (SANDAG) heading up the Land Use Coordination section which focuses on better connecting local land use plans with regional transportation investments. Coleen has 18 years of professional public sector land use planning experience. Before her work at SANDAG, she oversaw the update to the City of San Diego's 1979 General Plan --which included the City of Villages- a smart growth planning strategy for the City's future growth and development. Coleen will be sharing with you an overview of planning in the San Diego region including the SANDAG Regional Comprehensive Plan and smart growth initiatives.

Jeff Weir, Air Pollution Specialist
Air Resources Board Sacramento, CA
Jeff Weir is an Air Pollution Specialist with the Transportation Strategies Group of the California Air Resources Board (ARB). Jeff is ARB’s main contact on transportation demand issues. He works closely with the executive staff at ARB on issues related to the air quality impacts of alternate modes of transportation, land use policies, and other transportation strategies. Jeff recently was responsible for writing the State air quality plan staff proposal. And he is currently the lead staff person for the land use, transportation and vehicle travel section of the AB 32 Scoping Plan.

Matt Carpenter
Manager of Transportation Planning Sacramento Area Council of Governments Sacramento, CA
Matt is the Transportation Planning Manager for the Sacramento Area Council of Governments (SACOG) where he leads a broad range of transit, road and bike/pedestrian transportation projects. Most recently Matt was the project manager for the award winning long-range Metropolitan Transportation Plan 2035 (MTP2035) - the region's first to implement policies that explicitly address climate change and match transportation investments with a smart-growth land use.
Matt received a Masters in Urban Engineering from the University of Tokyo and a Masters in City Planning with a Certificate in Urban Design from the Massachusetts Institute of Technology (MIT).

Ron Norris, Public Works Director
City of Lenexa, KS
Ron Norris is currently the Director of Public Works for the City of Lenexa, Kansas. His past experience includes Director of Design and Construction for the State of Missouri, Deputy Director of Public Works for Clark County, Nevada and Director of Community Development for Liberty, Missouri. He has also worked with the Missouri Department of Transportation and Mid-America Regional Council in transportation planning.
Mr. Norris is an active member of the American Public Works Association (APWA). He served as National President of APWA in 1992-93. In 1991, Mr. Norris also served as President of the National Association of State Facility Administrators. He was selected to receive the APWA Top Ten Public Works Leader of the Year Award in 2001. Mr. Norris presently chairs the APWA Certification Council and most recently chaired the APWA Sustainability Task Force.
