Description:

Continuation of critical services during and immediately following a crisis -- whether it is a pandemic flu, extreme snow event, hurricane, tornado, wildfire or even a campus shooting -- is of paramount concern for public works personnel.

Panelists who have been through these crises share tips and lessons learned in dealing with unexpected emergencies. Find out what it takes to revive vital services in the aftermath of an event.

After viewing this program the participant will be better able to

* Prepare a plan to continue services after a disaster
* Accommodate operations outside the normal working environment
* Recognize the value of understanding who all the players are and the benefits of developing a Mutual Aid agreement

This program has been approved for .2 CEUs or 2 PDHs. The form to request these credits is included in the handouts for this program. Please note there is a $5 fee per individual requesting CEUs.

Sudi Shoja

Assistant Director of Engineering
City of Vista Engineering Department

Sudi Shoja graduated from Purdue University with a MS degree in structural engineering. She has over 20 years of experience in structural engineering, seismic retrofitting, construction management and city administration and is currently the Assistant Director of Engineering for the City of Vista, CA.

She is a registered Disaster Responder and has volunteered in several past earthquakes in California to assist local agencies in evaluation of public and private buildings immediately after the earthquakes. She has completed the FEMA Emergency Management Institute courses, and a member of the Earthquake Research Group of ASCE.

She has also traveled to Turkey after the Istanbul earthquake for research and presentation as well as providing humanitarian aid. After the Istanbul earthquake, she was instrumental in arranging for research engineers from the United States to visit the Bam Earthquake region, and established a relationship between engineers of these two countries for exchange of information and knowledge.

Traffic Operations Manager
City of Gainesville - Public Works Department

Philip is the traffic operations manager with the city of Gainesville Florida�s Public Works department. He is the Public Works Department�s emergency management coordinator, NIMS coordinator and serves as the Department�s Deputy Incident Commander or Planning Section Chief in the ICS.

Philip co-authored a paper titled �Public Works and Terrorism Response � Black Sunday� that was published by the APWA. This paper details the role of public works as it relates to terrorism during planned special events at high seating capacity venues. He is a past president of the Institute of Transportation Engineers (ITE) � District 10 (2005) and was named ITE�s Transportation Professional of the Year in 2006.

Jan Pinnow

Solid Waste Supervisor and Safety Coordinator
City of Beloit, WI

Jan Pinnow, Certified Public Manager, is the Solid Waste Supervisor and Safety Coordinator for the City of Beloit, Wisconsin, Department of Public Works. Jan has been dedicated to the Solid Waste Industry and public works for the past 15 years.

She has attended several emergency management sessions at the Federal Emergency Management Academy in Emmitsburg, Maryland, including disaster preparation, recovery, mitigation and debris management. Jan currently serves as the Solid Waste Committee Chair for the APWA Wisconsin Chapter. She has recently assisted the City of Beloit as Safety Officer for two presidential disaster declarations within 6 months in her community.

Public Works Superintendent
City of Overland Park, KS

Dave Bergner is Superintendent of the Overland Park, Kansas, Public Works Department Maintenance Division. He is responsible for a staff of 75 involved in field operations including street, storm water, traffic and fleet maintenance, snow removal and emergency operations. He is a member of the National Traffic Incident Management Coalition and APWA�s representative to the FEMA National Advisory Council�s NIMS sub-committee. He recently spoke about the role of Public Works in Emergency Operations at the ITE/ FHWA Conference on Traffic Management for Planned and Unplannned Events and will make a similar presentation at APWA Congress later this year.

He has been with Overland Park for 19 years; prior to that he was with the City of Kansas City, Missouri for nearly 15 years, mainly in Traffic Operations. He has a Master�s degree in Management.
