Right of Way Manager
Public Works Department
City of San Antonio, TX

Eloy currently serves as Manager of the Right Of Way Management Division for the City of San Antonio Public Works Department. He has been a member of the Department for over 20 years, previously serving as the Acting Assistant Capital Programs Manager and Special Projects Coordinator to the Director of Public Works before being appointed Manager of the Right-of-Way Division in 2001.

Eloy served for two terms as a former committee member of the American Public Works Association’s (APWA) Utilities in Public Rights-of-Way (UPROW) committee. He currently serves as a member of the education committee with the Texas Public Works Association where in 2008 he facilitated a Right-of-Way Management educational track for the state conference held in Galveston, Texas. At this conference, Eloy provided speakers who presented papers on topics such as “Municipal Authority”, “New Trends in the Telecomm Industry and the Impact to Local Government” and the “Convergence of a Pavement Management System with a Right-of-Way Management Permit System”. David Marshall graduated from the University of New Hampshire with a degree in Civil Engineering. He developed experience in highway design working with an engineering consulting firm in Manchester, NH and as an Engineer for the New Hampshire DOT in their bridge construction division. David has been involved with many technology and start up ventures and is currently is the Municipal Sales Manager for Envista in Beverly, MA.

Engineering Programs Manager
City of Colorado Springs, CO

Brian Kelley has worked in private sector land development and public works engineering since 1993. He was also responsible for construction of several base camps in Afghanistan while serving in the United States Army Reserve. Since 2008, he has acted as right of way manager for the City of Colorado Springs, with primary focus on asset management and project coordination with private and public entities. As the City’s representative, he is responsible for updating engineering standards and specifications, improving Infrastructure Asset Management System (IAMS) efficiencies, coordinating with utilities on policy matters, and coordinating engineering emergency management plans. He also provides technical advice and training to staff and consultants regarding design alternatives, utility coordination, construction management, and the public process.

Brian Kelley is a licensed Professional Engineer. He has a Bachelor’s of Science in Civil Engineering from the US Military Academy at West Point, NY, and is active in APWA, ASCE and SAME.

Brian will speak on his first-hand experience concerning the use of Envista as a project coordination tool for public right of way projects. Colorado Springs is a city of 195 square miles and 407,000 residents.
Speaker: Michael A. Garza, GISP

GIS Manager - Public Works Department
City of San Antonio, TX

Michael A. Garza, GISP is the GIS Manager of the Public Works Department for the City of San Antonio. He holds a Bachelor’s degree in Applied Arts and Science from Texas State University, formerly Southwest Texas State University.

He has been with the City of San Antonio for nine years and has been the GIS Manager for eight years. He is a member of South Central Arc Users Group (SCAUG) and is on the board for the Strategic Geospatial Coordination Committee (SGCC). He oversees both large and small scale GIS projects for the Public Works Department and was instrumental in the design of the Right-of-Way Management permitting website. In addition, he has a background in surveying, project management, and database design.
