    Lamont “Bud” Curtis, PE, DEE, President, The TAF Group, Virginia Beach, VA


    Bud is a Civil Engineer with 44 years of experience with a significant amount of time involved in storm water management. He has done many storm water projects - master plans and designs. He was a contributor to the ASCE MOP 77 “Design and Construction of Urban Storm Water Management Systems”, plus he has written several papers and made many presentations on the same subject. He has taught at the University of Dayton, Cleveland State University and Old Dominion University in Norfolk. He presented a series of workshops on storm water funding using the utility approach in South Carolina with Mr. Spearman.


    He has been involved in preparing Storm Water NPDES Phase II permits and in Storm Water Utility formations. Most recently, he and John Damico have prepared the revised APWA pamphlet on “Financing Storm Water Facilities: A Utility Approach”.


    Mr. Curtis has been actively involved with ASCE and APWA throughout his career and also spent 14 years as a City Councilman.

    John F. Damico is President of Environmental Rate Consultants, Inc. (ERC) and has over 20 years of experience in the water resource, financial and public relations industries. He has implemented over 30 municipal and regional storm water utility programs and performed over 100 water/sewer and storm water rate studies all across the country. Additionally, he has experience in facilitating and consensus building for large and small groups, implementing water resource public education campaigns, financing options analysis, strategic planning development, rate structure design and analysis, comprehensive level of service and cost of service analysis, cash flow analysis, organizational analysis, storm water utility billing system design and implementation, geographic information system (GIS) program implementation and cost/benefit analysis.

    Bill Spearman is a partner in Woolpert LLP. He serves as the Group manager for the firm’s water resources operations in the southeastern United States.


    Bill has over 26 years of experience in the various components of storm water management. He was the principal author of the act establishing a state-wide storm water management program in South Carolina. He has extensive experience in both Phase I and Phase II municipal NPDES compliance and was one of APWA’s presenters of its EPA-funded Phase II program. He has also assisted numerous cities and counties in establishing storm water utilities.


    Mr. Spearman has also served as an Adjunct Professor in the Civil Engineering Department at the University of South Carolina with teaching responsibilities in environmental and water resources engineering.


    Bill is a registered engineer in AL, GA, FL, NC, OH, and SC and is a registered hydrologist. He is active in APWA and currently serves as the SC Chapter president.
