Steve Hagerty
President Hagerty Consulting, Inc. Evanston, IL
Stephen Hagerty, President of Hagerty Consulting, has served as the primary financial consultant to the Federal Emergency Management Agency’s Recovery Program since he began his career at Price Waterhouse in 1993. In this capacity, Mr. Hagerty managed the $7.4B outsourced Public Assistance Program after 9/11 and, most recently, the implementation and maintenance of the $1.4B Special Community Disaster Loan Program established by Congress after Hurricane Katrina. He has conducted eligibility and financial reviews on politically sensitive, multi-million dollar claims where he has had to interpret and apply the Stafford Act, 44 CFR, and OMB Cost Code Principles. He has trained federal, state, and local officials on the Federal Disaster Program and, in particular, the Public Assistance Program. He has drafted policies on tipping fees, labor and equipment reimbursement, volunteer labor and donated goods, and other post-disaster cost reimbursement issues. Mr. Hagerty is a graduate of the Maxwell School of Citizenship and Public Affairs at Syracuse University.

Robert K. Riemann, a Gulfport native, has served as the Director of Public Works since 1999. Overseeing a work force of approximately 180 employees, Robert is responsible for the maintenance of water and sewer, streets and drainage, traffic control and safety, and the vehicle maintenance divisions of the Department of Public Works.

Ronald M. Smith is the Assistant Director of Public Works and the Assistant City Disaster Recovery Coordinator for the City of Gulfport, MS. Ronald is an Executive Board Member of the South Mississippi Regional Response Team (SMRRT) and a retired Master Chief/E9 Equipment Man who has served 22 plus years with the U.S. Navy Seabees. Mr. Smith's special training includes: MDOT Project Development Manual Training, NEMO Non-point Source Education for Municipal Officials, MEMA I-200-Basic Incident Command System Training, HLS/MEMA WMD: Incident Management/Unified Command (MGT-313 & ICS-300 Equivalent & Compliant) Training, Proper Interviewing & Hiring Techniques, and other numerous technical training courses. Ronald has 33 plus years experience in Leadership/Personnel Management, and more than 25 years experience in Equipment Maintenance/Program management in the automotive, construction, and material-handling equipment arena.
