Martha Tasker
Director of Utilities City of Salina, KS
Martha Tasker is the Director of Utilities for the City of Salina, Kansas. Martha manages an operating budget of over $8 million and capital improvement program of over $2 million and staff which includes 65 full-time employees. The Utilities Department is separated into three major divisions; the Water Plant Division (Water Treatment Plant), Wastewater Plant Division (Wastewater Treatment Plant) and Utility Division (Water Distribution and Wastewater Collection). These three divisions are self-supporting from user charges collected from its customers.
Prior to employment with the City of Salina, Martha was employed by Wilson and Company Engineers and Architects of Salina for 28 years. Martha has over 30 years of experience in the design, construction and operation of Water and Wastewater Systems.

Michael A. Principe, Ph.D.
Dr. Principe is the Water Business Group Leader for HDR’s New York-Metro Department. In this role, he leads, directs, develops and markets water and wastewater programs in the New York metropolitan area. He also serves as Project Manager for key water resource planning initiatives including the siting of a desalination facility on the Hudson River for United Water-NY, and the development of a Water Master Plan for Orange County, N.Y.
Prior to joining HDR, Dr. Principe was the Deputy Commissioner/Director of the Bureau of Water Supply with the New York City Department of Environmental Protection. Dr. Principe is a versatile and highly accomplished senior leader with over 25 years of progressive success managing water quality, delivery, and security functions for one of the nation’s largest water supplies. He has a unique ability to manage multiple complex programs simultaneously while maintaining focus on strategic organizational objectives.

Dan Skalsky, P.E.
Senior Vice President - Water Services Gresham Smith and Partners Alpharetta, GA
Dan Skalsky is a Senior Vice President for Water Services with Gresham Smith and Partners in Alpharetta Georgia (outside of Atlanta). He has served as a consulting engineer to water utility clients for most of his 25 year career with emphasis on long-term planning and utility business practices. His work experience includes 4 years as Chief Engineer for Cobb County Water System in metro-Atlanta and 3 years as a state regulator in Ohio.
Dan is currently working on infrastructure projects for Georgia utilities dealing with a long list of challenges in which limited water resources has risen significantly in the past decade. He also currently serves as Vice President on the Board of Directors for the American Council of Engineering Companies Georgia Chapter.
