Dexter Accardo
Director Office of Homeland Security & Emergency Preparedness Covington, LA
Dexter Accardo has been the Director of Homeland Security and Emergency Preparedness with the St. Tammany Parish Government since 2004, where he oversees the daily activities for natural and man-made disasters. Dexter is retired from the Jefferson Parish Sheriffs Office with 33 ½ years of service as Colonel. During that time, he started in the Patrol Division, then served for 11 years in the Narcotics Division, and then for the last 18 ½ years as the Commander of the Special Operations Division.

Mark H. McCain, MEP

Mr. McCain completed a thirty year professional engineering career in 1999 as the Director of Public Works of the City of Columbia, South Carolina. Previous service within the industry offered the opportunities to serve as Director of Public Works in Greenville, South Carolina and as a project engineer with the South Carolina Department of Transportation.
Emergency management incidents Mr. McCain has been involved in include: five hurricanes of magnitude III or greater, tornados, ice/ hail / snow storms, flooding, transportation and aircraft incidents and heavy search and rescue operations. As part on the consequences phase of the incident at the World Trade Center, McCain served as a technical specialist representative for the U.S. Army Corps of Engineers (USACE) to the City of New York in dealing with health and debris management issues at the Fresh Kills debris management site. During the 2004 national response to Hurricane Katrina, McCain served as a technical specialist to the USACE as part of the transportation rapid damage assessment process.
