Description: This Click, Listen & Learn will highlight the best management practices for issues including hiring and recruitment of staff, budgeting/funding, policies, procedures, ordinances and regulations, and urban forestry management plans. The program is being developed through a partnership with APWA, the US Forest Service, the Society of Municipal Arborists and Davey Resource Group. The results will be a series of reports on best management practices for municipal urban forestry management.

Speaker: Rachel Barker

Rachel Barker is the Deputy Director of Public Services in Columbus, Georgia. Prior to this position, Rachel served as the City’s Arborist and Manager of the Urban Forestry & Beautification Division. The Division employs 85 personnel who handle right-of-way maintenance and beautification duties, and enforcement of the City’s newly created Tree Ordinance. Her program has reduced tree damage claims by 69% over a five-year period. Rachel serves as a consultant for Natural Resource Consulting, Inc. located in Tallassee, Alabama, helping communities develop urban forestry management plans such as Maintenance Plans, Tree Risk Management Plans and Emergency Storm Response Plans, and conducting tree inventories. She also serves as a speaker and trainer at conferences and workshops on program and plan development, methods, and public service/urban forestry topics. Rachel received her Bachelors degree from Auburn University in Landscape and Ornamental Horticulture and her Masters Degree in Public Administration from Columbus State University. She is an International Society of Arboriculture Certified Arborist who has served as Past President of the Alabama Urban Forestry Association and as a board member of the Society of Municipal Arborists. She received SMA’s President award in 2006.

Davey Resource Group
Walton, KY

Jennifer L. Gulick, M.A., is a business developer and Senior Urban Forester responsible for assisting governments with various project development and implementation plans specializing in urban forestry, park management, and land development programs. Ms. Gulick has over 25 years of experience and joined Davey Resource Group in 1999 after a successful career with the City of Cincinnati. In Cincinnati, she held various positions within the city’s urban forestry program which was organized in the Public Works Department for over 10 years.
Ms. Gulick is an International Society of Arboriculture Certified Arborist (OH-0069) and Municipal Specialist, and is a Certified Forester as recognized by the Society of American Foresters. She is also a Past-President of the Ohio Chapter of the International Society of Arboriculture, President of the Greater Cincinnati Branch of the Professional Grounds Management Society, and is a board member of the Kentucky Division of Forestry’s Urban Forestry Advisory Council, the Northern Kentucky Urban and Community Forestry Council, and the Boone County Urban Forestry Commission.
Ms. Gulick received a Bachelor of Science degree in forest resource management from West Virginia University and a Master of Arts degree in public administration from the University of Cincinnati.

Speaker: Andrew Hillman

City Forester
City of Ithaca, NY

Andy Hillman is an APWA member and the President of the Society of Municipal Arborists. He is the Alternate Voting Member of the ANSI A-300 Accredited Standards Committee representing the municipal arboriculture stakeholder group. Andy is a founding cadre member of the Municipal Forestry Institute and an ISA Certified Arborist/ Certified Municipal Specialist. Andy is a recipient of the SMA Award of Merit for his dedication in developing practical applications for bare root tree planting and structural soil. He is a founding member and Secretary for the New York State Urban & Community Forestry Council. As City Forester for Ithaca, NY, Andy heads up an Accredited Urban Forestry Program.
Speaker: Keith W. Cline

Keith Cline is a Program Manager for the USDA Forest Service in Washington, DC.
Keith joined the U.S. Forest Service’s Urban and Community Forestry Program in September 2004, as a National Program Manager in the Washington DC office. Mr. Cline has 30 Years of experience in urban forestry, arboriculture, natural resource management and wildlife habitat management. Prior to joining the Forest Service he was Section Chief of the Forest Conservation Section of the Urban Forest Management Branch in Fairfax County, Virginia’s Department of Public Works and Environmental Services, supervising the activities of seven urban foresters.
Speaker: Gene Hyde

Gene Hyde is the City Forester for Chattanooga, TN. He has been working in Forestry since receiving his Master's in 1973. He is an ISA (International Society of Arboriculture) Certified Arborist with the Municipal Specialist Certification. He has held various committee and executive positions with the Tennessee Urban Forestry Council and the Society of Muncipal Arborists. He has also received awards from both organizations.
