Scott Bradley, FASLA
Scott Bradley is Mn/DOT’s landscape architecture chief and has managed a variety of landscape architectural and environmental design projects and statewide programs out of Mn/DOT’s central offices of Environmental Services and Technical Support for the past 18 years. Scott has a Bachelor’s Degree in Landscape Architecture and a Master’s Degree in Business Administration and over 28 years of varied private and public experience in landscape architectural practice. As Mn/DOT’s Landscape Architecture Chief, Scott provides and manages landscape architectural and related interdisciplinary planning and design support for multi-modal corridor development projects statewide. His landscape architecture and environmental design group provides early and continuous interdisciplinary teamwork to support context sensitive project development and balance among transportation, environmental and community objectives. With Mn/DOT’s federal designation and responsibility as one of five Context Sensitive Design (CSD) “pilot states”, Scott serves as Mn/DOT’s first point of contact and champion for CSD advocacy, initiatives, guidance, training, research and outreach both locally and nationally.

Barbara Bauer, MLA
Barbara Bauer is CSS Program Coordinator with the Federal Highway Administration, Office of Infrastructure in Washington DC. In this position, she is responsible for management of Context Sensitive Solutions (CSS) projects and program activities, and participating in overall direction of the CSS initiative within FHWA including the advancement of the environmental Vital Few Goal objective to integrate CSS nationally. Previously, Barbara was a Principal State Programs Administrator for the Minnesota Department of Transportation (Mn/DOT) as a program and project manager coordinating landscape architectural services for the Office of Environmental Services. Barbara holds a Masters in Landscape Architecture (MLA) and a Bachelors in Design from the University of Minnesota.

R. Marshall Elizer, Jr., PE, PTOE
Marshall is Chief Transportation Engineer for Gresham, Smith and Partners, a Nashville-based, 750-person engineering, planning and architecture firm. He joined Gresham Smith in 1997 after a twenty-two year career working for local governments in California, Texas, Colorado, and Tennessee. He holds BS and MS degrees in transportation engineering/planning from the University of Tennessee, is a registered Professional Engineer in 14 states, and is certified as a Professional Traffic Operations Engineer.
Marshall has been responsible for urban roadway planning, design and operations for his entire 31-year career and has served on numerous transportation design task forces and committees during this time. He has been actively involved in development of the new ITE/CNU document Context Sensitive Solutions in Designing Major Urban Thoroughfares for Walkable Communities. Marshall also currently serves as Editor of a new handbook for ITE titled The Urban Geometric Design Handbook, and has been actively involved in the developing practice of neighborhood traffic management and traffic calming since the 1980’s. Marshall is a Past International President of the Institute of Transportation Engineers (1995) and was Director-at-Large for Transportation for the American Public Works Association from 1999 to 2005.
